Arden Hills Council 3 April 13, 1992 <br /> DISCUSSION: WEST <br /> ROUND LAKE ROAD <br /> City Engineer, Mark Graham said the feasibility report on <br /> West Round Lake Road is complete wherein several options for <br /> improvements to the roadway are examined, one option being <br /> cold in-place recycling (CIR) . Two resolutions were <br /> presented to Council for consideration: 1) Resolution 92-25 <br /> to Accept The Feasibility study and Order The Public Hearing <br /> For West Round Lake Road, and 2) Resolution 92-26 To Order <br /> Preparation of plans and Specs. <br /> councilmember Mahowald complimented Graham for a very <br /> complete study. He questioned whether it would be possible <br /> to continue to "cut and patch" West Round Lake Road until <br /> there is a determination made as to future plans for the <br /> street. Public Works Superintendent, Dan Winkel, reported <br /> that the crew has been patching the road for some time and <br /> continuing to do so would make the road usable for a couple <br /> more years. Winkel expressed concern that each spring there <br /> would be more road deterioration. <br /> . Councilmember Malone commented that since West Round Lake <br /> Road is not a petitioned improvement, the City could not <br /> successfully assess 100% of the cost of this project to the <br /> abutting property owners. He suggested some creative <br /> restructuring of financing be considered, which would stay <br /> within the confines of the annual budget, but allow for <br /> improvements to Till er Lane, Dunlap, and West Round Lake <br /> Road. Winkel supported Malone's suggestion. <br /> Mayor Sather asked Engineer Graham what he expects in terms <br /> of bids this year. Graham responded that he expects <br /> competitive bids, that perhaps it would be logical and <br /> economical to do West Round Lake Road along with the other <br /> projects already planned. <br /> Mayor Sather said it may be wise to wait and see how the <br /> Gateway business area develops and if development would <br /> provide some assistance for improvement to West Round Lake <br /> Road. <br /> Council consensus was to definitely accomplish the Tiller <br /> Lane project this year, but also to strive to improve Dunlap <br /> and West Round Lake Road. Engineer Graham said the Tiller <br /> Lane project is at a planning stage where it would need to <br /> be handled as a separate project, but it may be possible to <br /> . plan Dunlap and West Round Lake Road together. He indicated <br /> he may be able to complete the Dunlap feasibility study by <br /> the first part of May if council so desired. <br />
