<br /> . <br /> . The city Government <br /> Mendota Heights is organized under Minnesota statutes as a <br /> Plan A municipal corporation. The Mayor and four <br /> Councilmembers are elected at-large on a non-partisan basis <br /> for overlapping terms. Administrative responsibilities are <br /> carried out by the city Administrator, under a resolution <br /> adopted by the Council in 1972. Mendota Heights is <br /> recognized by the International city Management Association <br /> under the General Management (GM) category. <br /> The City employs 39 full-time employees, along with several <br /> part-time and seasonal personnel. An organization chart is <br /> attached. The current operating budget is just over $3 <br /> million. City functions include Administration, Police, <br /> Volunteer Fire, Engineering, street, Parks, and utilities. <br /> The position of Administrative Assistant to the city <br /> Administrator was added in 1989, with that person having <br /> particular responsibilities in the areas of recycling, <br /> planning, and personnel, as well as providing general support <br /> to the Administrator. <br /> In its Vision statement, adopted in 1986, the City Council <br /> states: <br /> . The mission of the Mendota Heights City government is to <br /> preserve and enhance the quality of life in the community <br /> and to plan, direct, and implement orderly growth. This is <br /> achieved by encouraging and fostering: <br /> 1. Community identity, citizen participation, and open <br /> access to government decision making. <br /> 2 . High quality, cost effective public service. <br /> 3. Conservative financial management and low tax rates. <br /> 4, Development and maintenance of parks, trails, and <br /> open space. <br /> 5. High standards of diversified housing stock with <br /> continued emphasis on single-family homes. <br /> 6. Further development of well-designed commercial and <br /> office projects, <br /> The Mayor and Council follow a "team approach" with staff and <br /> advisory Commissions in carrying out this mission. Periodic <br /> retreatjteambuilding sessions are held to identify projects <br /> and organizational issues. An updated list of target goals <br /> is maintained, with periodic reporting of progress by the <br /> City Administrator. <br /> with the Mayor and Council all employed full-time in other <br /> . positions, they rely heavily on the staff to tend to the <br /> administration of the city. Council also looks to staff to <br /> identify and analyze pending issues, providing alternatives <br /> and well-thought out recommendations for consideration and <br /> policy action by the Council. <br /> --...--- <br />
