Bergly recommended approval with the following provisions included <br /> in the Permit: <br /> 1. 'Ihe state license will be filed with the Permit when available. <br /> 2. Only one work station will be provided. <br /> 3. Only a resident of the dwelling is authorized to provide <br /> cosmetology services. <br /> 4. 'Ihe driveway will be used for patron parking (i.e. j no on-street <br /> patron parking) . <br /> 5. 'Ihere will be no external evidence of the home occupation. <br /> 6. Exterior lighting will be of a "residential" type and will not be <br /> obtrusive to neighboring property. <br /> 'Ihe Planner discussed the SUbstitute Reconunendation received from Mt'. <br /> Bob Freed, 1817 Gramsie Road, which outlined Mt'. Freed's =ncerns of a <br /> home occupation in the neighborhood. <br /> C11air Probst asked if there was anyone present to speak in favor of or <br /> opposed to this matter. <br /> Mt'. Bob Freed referred to his SUbstitute Recommendation and stated his <br /> concerns of operating a hlsiness in a residential neighborhood: 1) <br /> Security, 2) setting a precedence of future hlsinesses corning into the <br /> neighborhood, 3) Potential traffic congestion problems. <br /> Chair Probst asked if there were any other questions or comments. . <br /> Hearing no response, the public hearing was closed at 7:50 p.m. <br /> Ms. cynthia Garretson stated she is a Licensed Beautician, identified <br /> the desired hours of hlsiness, and the low volume of hlsiness (traffic) <br /> she would bring into the neighborhood. <br /> Carlson asked the applicant is she had plans to advertise and what the <br /> hours of operation would be in her home. <br /> Ms. cynthia Garretson stated there would be no advertisement of any <br /> type. Her salon hlsiness would be private clientele only. 'Ihe days and <br /> hours of operation would be 4 days per weekj Tuesday, 10:00 a.m. to 6:00 <br /> p.m.j Wednesday, 9:00 a.m. to 4:30 p.m.; and'Ihursday, 9:00 a.m. to 6- <br /> 7:00 p.m., and Saturday 11:00 a.m. to 3:00 p.m. Ms. Garretson stated <br /> her desire f= flexibility of her hours. <br /> 'Ihere was discussion between the Members regarding the hours of <br /> operation. <br /> Petersen questioned Acting Clerk Administrator Iago to recall a resident <br /> who applied for a home salon hlsiness in previous years. <br /> Acting Clerk Administrator Iago informed Petersen that a resident on <br /> lake Shore Place was approved in 1988 for a one-dlair hair studio <br /> hlsiness. 'Ihe restrictions for the hlsiness were strictly those stated . <br /> in the ordinance.
