BEl'HEL mT.T.mF. <br /> Chair Probst opened the public hearing at 8:06 p.m.; Case #92-15, SUP <br /> Amenchnent and a Height Variance for the Community Life Center <br /> (Auditorium), 3900 Bethel Drive, Bethel College. <br /> Acting Clerk Administrator Catherine Iago confirmed the publication of <br /> the Notice of Hearing in the New Briohton Bulletin on Wednesday, July <br /> . 22, 1992, and mailed to affected property owners on Friday, July 17, <br /> 1992. <br /> Planner Bergly referred to his report dated August 5, 1992, and <br /> explained an SUP was granted f= a caJ1plS Master Plan in 1981, with the <br /> stipulation that development proposals that are consistent with the <br /> approved Master Plan will require only site plan approval. This <br /> proposal generally conforms with the Master Plan, however, due to a <br /> reconfiguration of the Footprint (a rectangular bl=k was shown on the <br /> Master Plan), an increase in the footprint area of approx:iJnately 25 <br /> percent, and a higher wilding than was initially envisioned, staff <br /> recommends that this substantial addition to the caJ1plS be treated as an <br /> SUP Amenchnent with a height variance. <br /> The proposed Community Life Center will be a major performing arts <br /> center in the '!Win cities area (capacity of 1,800). Visually it will be <br /> a dominant focal point on the caJ1plS. Functionally, it will be tied <br /> directly to the academic "cluster" in the central caJ1plS area. Exposure <br /> to the City street system will be from Old Snelling a=oss Valentine <br /> Lake. The request is for approval of the SUP A1nendment and approval of <br /> a height variance of 40 feet (35 feet allowed; 75 feet is proposed) . <br /> The Planner reviewed the issues listed in his report as follows: <br /> 1. Buildincl Location/Reconfimnation: The approved Master Plan <br /> . irilicates the schematic b..1ilding nearer to Valentine Lake than <br /> present shoreline setbacks allow. This requires either a <br /> sh=eline setback variance or adjusting the b.lllding location when <br /> the b..1ilding plans are finalized.
