It <br /> is located near the primary campus parking area and convenience to <br /> the nain campus entry point. Its wrap-around shape visually <br /> invites people to the campus and its dominant central location <br /> will provide an =ientation point for visitors. <br /> 2. HeiClht Variance: Variances to increase the building height are <br /> unique to the Zoning Ordinance in the sense that a list of <br /> specific =iteria are established to determine if such a variance <br /> should be permitted. The proposed height of 75 feet (mid-point <br /> between peak and eaves of a gable roof) appears to satisfy all the <br /> =iteria for granting a height variance. The attached letter from <br /> Bethel's engineers discusses each of the =iteria. (North Heights <br /> llltheran Church was granted a variance to allow a 60-foot <br /> structure) . <br /> 3. ordinance f'rmnliance: Re::{u.irements for site Coverage, Building <br /> Coverage, F.A.R., Landscape Area. Setbacks and Parking are all met <br /> and generally far exceed minilnum r~ements. '!he intent of the <br /> adopted Master Plan is clearly satisfied. <br /> 4. Landscape Plan: The existing trees and planting scheme in the <br /> vicinity of the new building will be significantly reinforced by <br /> the addition of over 100 trees, 36 shl:ul::s and hundreds of <br /> perennial flowers. The selection of species and sizes is <br /> appropriate for the setting and building scale and will =ntribute <br /> to the initial inlpact of this facility. Mr. Bergly stated he <br /> worked with the landscape architects in the preparation and . <br /> reviews of early plans. <br /> 5. Liqhtincr: Lighting along the drives will be of the same type used <br /> throughout the campus. Other pedestrian lighting will be "post <br /> top" or "l:ollard" lights. <br /> 6. Gradincr IDnli.n/lqe: The significant departure from the Master Plan <br /> will be to put the open ditch in an underground storm sewer (twin <br /> pipes each 54" to 72"). The Rice Creek Watershed District and the <br /> site engineers went through a series of options on rerouting the <br /> ditch to total piping. I understarxi the present proposal has been <br /> approved by Rice Creek Watershed District. Virtually all of the <br /> upstream portions of the ditch have been put in storm sewers. <br /> Only a 140-foot long open stream will remain next to Valentine <br /> Lake. <br /> 7. Traffic and Parkincr: Occasionally, the facility nay cause parking <br /> and traffic congestion problems on the campus. This occurs with <br /> all types of uses with naj= "Special Events" - school athletic <br /> events, holiday concerts, etc., where most of the visitors are <br /> unfamiliar with traffic patterns, site layout, etc. and where <br /> events nay be scheduled back to back to accanmodate large <br /> audiences, allowing little ti1ne for the parking overlap period. <br /> '!he advantage of the Bethel site in that regard is that the <br /> location of this facility and related parking is near the center <br /> of the site. 8u=ounding streets should be relatively free of <br /> traffic congestion. <br /> Mr. Bergly concluded that since 1981, Bethel College has been adding . <br /> buildings and facilities in conformance with the adopted Master Plan. <br /> ibis will likely be one of the last najor building additions to the <br /> campus as shown on the Master Plan.
