(MSA) prepared <br /> the draft Water Management Plan which was submitted to the Watershed District in <br /> May. We have received the review comments letter dated, August 26, 1992. This <br />. letter is our response to those comments. <br /> Runoff Manaaement <br /> Standards for flow to detention basins are to be included in the City ordinance. <br /> However, it does not seem appropriate to include the flow standards in the <br /> management plan itself. The management plan is written to provide a general <br /> overview for water management within the city. Specific requirements are to be <br /> included in the city ordinances. <br /> Water quality of the runoff can be handled using some of the techniques de- <br /> scribed in the MPCA Protectina Water Qualitv in Urban Areas. Passages in that <br /> book indicate that different methods of control should be determined for each <br /> location on a site specific basis. It seems inappropriate to limit the methods <br /> allowed by naming only one or two techniques in the Water Management Plan. <br /> Best Management Practices (BMP) should be required. The City Engineer or <br /> RCWD can have approval rights. <br /> Pond design will be included with the plat development plans. The plat plan will <br /> be reviewed by the City Engineer and staff. Since this is an area of particular <br /> concern to the Watershed District, the RCWD may continue be involved in the <br /> plat review process for development, especially in the Round Lake area. <br /> MSA, Inc. employees are reluctant to include the TR20 run data in the plan itself. <br />. We believe there is a potential for misuse of this data if it is published as part of <br /> the plan.
