The District review comments on the <br /> TR 20 modeling have not been received yet. <br /> Policy 2.3 which discusses providing outlets for land-locked areas was developed from <br /> Arden Hills and MSA's interpretation of the RCWD Management Plan policies: <br /> Please clarify the RCWD interpretation of this policy. The policy could be elimi- <br /> nated from the plan upon your recommendation. <br /> Individual Sewage Treatment Systems; <br /> An inspection program for the few remaining individual treatment systems has <br /> been recommended to the city council. The RCWD will be informed when the <br /> program is adopted. It is understood that this program will be under the jurisdic- <br /> tion of the building inspector. <br /> Wetland Management: <br /> Wetland regulation by the state may change as the Board of Water and Soil <br /> Resources develops the rules for implementing the 1991 Wetland Conservation <br />. Act. The national, state and local identification of existing wetlands within Arden <br /> Hills are included in the management plan. The city of Arden Hills acknowledges <br /> that the RCWD has elected to maintain wetland permitting authority until the <br /> state has developed new regulations or rules and the City has revised its ordi- <br /> nances to meet those regulations. <br /> The BWSR recommendations and the state statute require that wetland maps be <br /> included in the Water Management Plan. If the RCWD provides a key or appro- <br /> priate conversion chart for NWI symbols and the USF (Type 1 - through 8), it will <br /> be included in the plan documents. <br /> Shoreland Management: <br /> The City of Arden Hills has a state approved shore land management ordinance. <br /> The last revision of this ordinance was September 30, 1985. <br /> Floodplain Management: <br /> The City of Arden Hills, Ordinance No. 283, dated October, 1991, has been <br /> forwarded under separate mailing. In addition a copy of a letter from FEMA to <br /> Arden Hills regarding this ordinance has been forwarded. <br /> Construction Erosion: <br /> Erosion control inspection during construction is by the City Building Inspector or <br />. the City Engineer, depending on the type of project.
