The variance procedure in the Zoning Ordinance (Section <br /> VIII, D, 4) has several conditions regarding the <br /> configuration of a parcel that must exist in order to <br /> grant a variance. <br /> a. The condition shall not have been created by the <br /> landowner. <br /> b. The shape, dimensions or unusual terrain of a lot <br /> do not allow reasonable development that would <br /> be permitted on a similar sized lot in the same <br /> district that does not have unusual conditions. <br /> c. Economic conditions alone shall not be grounds for <br /> a variance. <br /> d. The variance, if granted, shall not impair the <br /> . health, safety, comfort and general welfare of the <br /> public. <br /> e. The variance shall not be contrary to the intent <br /> and purpose of the Comprehensive Plan, Official <br /> Map, or this or any other Ordinance of the city. <br /> APPLICANTS STATEMENT <br /> The applicant indicates that the variance is needed to: <br /> 1. Provide a covered entrance. <br /> 2. It would improve the aesthetic value of the home. <br /> 3. It would keep water from entering the basement. <br /> 4. The concrete steps are pulling away from the house and <br /> need to be replaced. <br /> 5. The addition of the entry deck will enhance the value <br /> of the house as well as the value of the adjoining <br /> homes. <br /> 6. The home is on the circle end of the cul-de-sac so the <br /> addition will not extend into the uniform front yard <br /> situation found on straight streets. <br /> 7. The plans are supported by all neighbors on the cul-de- <br /> sac turnaround. <br /> . <br />
