The point in time that the State Aid system allows additional mileage to the City of <br /> Arden Hills for the purpose of putting all tumback roads on the City Slate Aid system. <br /> c. At the end of the 100year window of opportunity to reconstruct the roadways. <br /> In an effort to relate this proposal to an actual roadway project, we have estimated the total <br /> reconstnlction cost of County Road F from the New Brighton-Arden Hills border to Snelling Avenue. <br /> This is one of the roads proposed in the Functional Consolidation Study for turnback from the County <br /> to the City. The total length of this road is approximately 0.92 miles. We have estimated the <br /> reconstnlction cost, including improvements to the storm drainage system, to be approximately <br /> $1,000,000. Based on the County's cost participation policy, the City could expect the County to <br /> participate to an extent of approximately $650,000. Based on bringing this particular roadway to level <br /> 90, the estimated cost was $149,900. Therefore, you can see that in this particular case, this proposal <br /> would provide for additional funding from the County to the City in the amount of $500,100. The <br /> City could expect the design and field engineering services to be in the range of 16% to 20% of the <br /> construction costs or approximately $180,000. Once placed on the City's Municipal State Aid system, <br /> the City's cost would be MSA fundable. <br /> . Ramsey County still has a great desire to have County Road F from Lexington Avenue to Hamline <br /> Avenue turned back from the City to the County. As you are aware, this would facilitate their ability <br /> to improve County Road F primarily in the City of Shoreview but spilling over into the City of Arden <br /> Hills, utilizing County State Aid dollars. If the City were in agreement to some type of policy as <br /> described above for the overall functional consolidation, it is possible that the City could immediately <br /> ask for one of the County Roads to be turned back in exchange for County Road F going from the City <br /> to the County. There would be adequate mileage in the City's Municipal Slate Aid system to put a <br /> roadway immediately onto the system. Mr. Kirkwold indicated at our meeting that the County was <br /> unable to take the tumback of County Road F between Lexington and HamHne from the City to the <br /> County without some reciprocal turnback from the County to the City. The reason for this is the <br /> County does not have adequate County State Aid mileage available to put an additional roadway on <br /> their system. If the City does not agree to proceed with some type of agreement on the overall <br /> functional consolidation, the County is prepared to downscale their County Road F project as it affects <br /> the City of Arden Hills, in order to proceed with this project in 1994. <br /> I hope that this summary of our meeting is helpful in presenting this topic to the City Council.
