The point in time that the State Aid system allows additional mileage to the City of Arden Hills for the purpose of putting all tumback roads on the City Slate Aid system. c. At the end of the 100year window of opportunity to reconstruct the roadways. In an effort to relate this proposal to an actual roadway project, we have estimated the total reconstnlction cost of County Road F from the New Brighton-Arden Hills border to Snelling Avenue. This is one of the roads proposed in the Functional Consolidation Study for turnback from the County to the City. The total length of this road is approximately 0.92 miles. We have estimated the reconstnlction cost, including improvements to the storm drainage system, to be approximately $1,000,000. Based on the County's cost participation policy, the City could expect the County to participate to an extent of approximately $650,000. Based on bringing this particular roadway to level 90, the estimated cost was $149,900. Therefore, you can see that in this particular case, this proposal would provide for additional funding from the County to the City in the amount of $500,100. The City could expect the design and field engineering services to be in the range of 16% to 20% of the construction costs or approximately $180,000. Once placed on the City's Municipal State Aid system, the City's cost would be MSA fundable. . Ramsey County still has a great desire to have County Road F from Lexington Avenue to Hamline Avenue turned back from the City to the County. As you are aware, this would facilitate their ability to improve County Road F primarily in the City of Shoreview but spilling over into the City of Arden Hills, utilizing County State Aid dollars. If the City were in agreement to some type of policy as described above for the overall functional consolidation, it is possible that the City could immediately ask for one of the County Roads to be turned back in exchange for County Road F going from the City to the County. There would be adequate mileage in the City's Municipal Slate Aid system to put a roadway immediately onto the system. Mr. Kirkwold indicated at our meeting that the County was unable to take the tumback of County Road F between Lexington and HamHne from the City to the County without some reciprocal turnback from the County to the City. The reason for this is the County does not have adequate County State Aid mileage available to put an additional roadway on their system. If the City does not agree to proceed with some type of agreement on the overall functional consolidation, the County is prepared to downscale their County Road F project as it affects the City of Arden Hills, in order to proceed with this project in 1994.
