You will find my recomrnenlations listed <br /> below, followed by some comments on related areas. <br /> 1. Doq License Fees <br /> In 1992 the Finance Committee contemplated an increase to Dog <br /> License fees which was sul:6equently unchanged. In reviewing other <br /> cornrnun:ities I would support approval of an :increase from $10/2 yr <br /> to $15/2 yr. <br /> OUr cu=ent fee is $10/2 yr. Most surroun:ling ccmnunities charge <br /> . residents a similar fee. However, when you look. at the greater <br /> metropolitan area, our fee is less than the average of $14/2 yr. <br /> The cu=ent fees related to dog licensing appear to be adequate to <br /> =ver our costs of issuing the license and purchasing the ID tags. <br /> However, there are a number of other expenses which need to be <br /> considered as part of our pennitting process. The City does <br /> contract for an.i1nal control services (ACS) in the amount of <br /> approximately $3400-$4000/yr. In addition to ACS staff, <br /> secretarial and deputy costs are included in this fund. <br /> I understand the revenues from this fee are to be placed directly <br /> into the General Fund. An increase in this fee to $15/2 yr. would <br /> provide additional projected revenue of $1050 and help offset the <br /> ab::lve costs. <br /> 2. Business License <br /> There were discussions as to changing the =ent retail sales <br /> license to a general business license. Attached is a copy of <br /> Resolution No. 92-75 which details Arden Hills' existing license <br /> and permit fees. <br /> The key issue which needs to be considered is the change from a <br /> Retail Sales license to a General Business license. This change <br /> would require each and every business located in Arden Hills to <br /> . obtain a license. CUrrently only those involved in selling retail <br /> goods or services are licensed. <br />
