Second, from this list the City <br /> would be better informed as to enf=ing the Zoning Ordinance/city <br /> Ccrle. Finally, it requires each bJsiness to directly pay a fee <br /> f= a portion of those services received. <br /> Certain operations =ently identified in Resolution 92-75 and <br /> charged at a different rate, such as a Hotel/Motel, Amusement <br /> Facility, Rental Equipment, etc..., would still be exceptions to <br /> the General Business license category and. fees would remain the <br /> same. However, Drive-tlJru Restaurants, Restaurants, Grocery <br /> stores, and. Service/Gas stations typically generate lllOre services <br /> in the areas of fire, police protection, and health inspections. <br /> The broader question which needs to be answered about the proposed <br /> change would be the level of service received by those bJsinesses <br /> not cu=ently required to have a license. Especially those <br /> Office/Industrial bJsinesses. Very feN Metropolitan cities have a <br /> General Business license. <br /> While I understand the rationale of this license, when I change <br /> hats to Economic Development, I am concerned about the message <br /> this sends to the bJsiness conanunity. If the city were to <br /> ilnplement the license, I would want to ensure that the fee is <br /> minllnal enough that it can be justified based on in=eased <br /> . services . <br /> Another item which should be addressed is basing the fees on hours <br /> of operation versus square footage. I would tend to agree with <br /> Terry Post's recammendation on November 30, 1992, that the fee <br /> structure be tied to hours versus square footage. I think that <br /> the amount of services received from the local government can be <br /> better applied to the hours of operation. <br /> The fee structure recommended by Mr. Post which I con= with is: <br /> Hours of Operation <br /> Business Basic 15-20 20+ <br /> Hrs/Dav Hrs. /Day CUrrent Fee <br /> Service/Gas station $100 $400 $500 $100 <br /> Gr=ery $ 50 $400 $500 $20/1000 sq.ft. <br /> Restaurants <br /> (Dri ve-Thru/ Sit-Down) $ 50 $400 $500 $20/1000 sq.ft. <br /> $300 on Drive-tlJru <br /> other Businesses <br /> (Not Specified in <br /> .
