<br /> . <br /> The City =ently charges Restaurants ani Grocery stores per <br /> square foot. The recommended change results in an increase in <br /> fees for those who are open in excess of fifteen hours. It also <br /> re::luces the fee to those open less than fifteen hours. This <br /> change would also increase the fees for Service stations which are <br /> $100. You should note that for other businesses, I have not <br /> suggested an increase based on hours of operation. This is <br /> prbnarily due to my conCel:TI about high fees ani the amount of <br /> services received for a General Business license. <br /> 3. Amusement Devices <br /> As part of the recodification of the City Ordinances, some <br /> discrepancies were noted in the definitions of Amusement Devices. <br /> In reviewing these definitions, the City Council may want to <br /> consider a change to the definition. <br /> The purpose of the definition is to eliminate gambling devices. <br /> The ordinance reads "... which contains no autooatic payoff <br /> features for the return of money, coins, merchandise, checks, <br /> tokens or any other thing or item of value..." <br /> A number of new arcade machines do giveaway prizes. one being a <br /> . crane that atterrpts to pick up stuffed animals ani others which <br /> give tokens for a prize reimbursement. There are a number of the <br /> crane machines present in Arden Hills. Teclmically, these are in <br /> violation of the ordinance. <br /> 4. SAC/WAC Charcres <br /> I understand that there have been some discussions about possibly <br /> creating a City SAC/WAC charge. A number of metrop:>litan <br /> c:cnmnittees have adopted this charge at a $500-$1,000 rate. <br /> This charge would apply to any new construction residential as <br /> well as cormnercial ani industrial, on a per unit basis. In the <br /> case of the cottages, this charge would have cost the developer an <br /> estimated $300,000. <br /> For the most part, this charge is used in communities which are <br /> experiencing substantial development which impacts the ability to <br /> provide services. In the area of Rourrl Lake, where a number of <br /> infrastructure .improvements are necessary, it is estimated that <br /> this charge would generate $1,000,000 in fees for the city. <br /> At this time, I feel that additional study should be considered <br /> before ilTplementing this charge. In the case of Rourrl Lake, the <br /> City created the TIF district to assist in infrastructure <br /> . improvements . I would be concerned at this p:>int that this <br /> additional fee wold act more as a deterrent to development. <br /> ---- ---------- <br />
