. ' ,
. Cat License Fees
5.
'!his fee was not one that you identified for me to investigate.
However, while I was researching the !leg licenses I thought it
would make sense to review what other carmnunities did with cats.
Alx>ut fifty percent of the =ound.ing cities require licenses for
cats. These licenses ranged in cost from $2.50 - 5.00/yr.
I would not recommencl. at this time that we create this license. I
understand that the City will be considering a change to the
ordinance on cats in early 1994. If the City were to incorporate
this change and/or require AniInal Control Services, Inc. to pick-
up stray cats, the City should consider incorporating a license at
that time.
6. Liauor License
Again, this was not a fee that you had asked me to investigate.
However, as I studied the permit survey and contacted other
COI1UllllIlities, I obtained some additional information on licenses.
'!he City =ently charges a $100 fee for Police investigation of
liquor license applicants and Fire Department personnel to inspect
. liquor establishments. This was instituted in 1988.
In reviewing the discussions from this past Winter/Spring, it was
recarrnnended that the fee be increased to $150. In looking at
neighb:>ring carmnunities and the Twin cities as a whole, Arden
Hills has the lowest fee. The next lowest fee is White Bear lake
and Sh=eview at $200. As part of this fee, these cities
undertake the following investigations:
1. Background check
2. Fire Marshall site inspection
3. IRS check
4. On site inspection
7. Proratincr of FeeslMinimum Fees
Section 13-25 of the City code addresses the proration of fees and
13-27 addresses rnin:llnurn fees. I understand that there was some
question as to whether these sections should be revised/deleted.
As an applicant, there is benefit to prorating fees for
pennits/ licenses. However, my experience has been that prorating
tends to be somewhat subjective. While it is financially more
expensive for the applicant, I support a revision to this section
eliminating the prorating and creation of minimum fees. This
. would result in a base fee, due year round.
