The permit shall specify the restrictions , deems reasonably necessary to protect any person or neiqhborinq use from unsanitary conditions, unreasonable noise or odors or annoyance or to protect the public health and safety. Such permit may be modified from time to time or revoked by the City Health Officer and/or Animal Control Officer for failure to conform to such restrictions, limitations or prohibitions. Such modification or revocation shall be effective from and after ten (10) days followina the mailinq of written notice thereof by certified mail to the person or persons keepina or maintaininq such animals. ~ Outside kennels. An outside kennel must be constructed of open-faced, qalvanized fabric of suitable size to maintain and secure the keepinq of particular breeds of doqs and to allow for sufficient space for particular breeds of doqs to exercise freely. Surface must be constructed of material of either concrete or qravel of sufficient depth to provide for proper cleaninq, drainaqe, maintenance and needs of all particular breeds of doqs.
