<br /> . PROCEDURE FOR APPROVAL ANJ;l INSTALLATION OR REMOVAL OF A STOP <br /> SIGN, WHERE A STOP SIGN IS NOT REQUIRED BY LAW, ON A STREET <br /> BELONGING ONLY TO THE CITY OF ARDEN HILLS. <br /> I. Conditions that must be met for stop sign to be considered <br /> A. Location must meet legal warrants <br /> B. Sign must be requested in writing to the Public <br /> Works Department, by <br /> i. Resident of Arden Hills <br /> ii. A staff member of Arden Hills, e.g. , <br /> Engineer, Director of Parks and <br /> Recreation <br /> II. Procedure <br /> A. Upon receiving written request, Public Works <br /> Superintendent will investigate the merits of the <br /> request and make a recommendation to the City <br /> Council within 2 weeks after the request is <br /> received. The recommendation will include reasons <br /> for or against the requested installation. It <br /> will also include the number of <br /> residences/businesses that the Public Works <br /> Director estimates will be affected by the <br /> installation of a new stop sign. (This number <br /> will vary accordingly to configuration of the <br /> neighborhood and the site of the proposed stop <br /> . sign. ) <br /> B. If the Public Works Superintendent decides the <br /> request has merit and recommends installation of a <br /> stop sign at the said location, the City Council <br /> shall conduct a mail poll of 100% of the affected <br /> residences/businesses, asking whether the <br /> respondent is in favor or not in favor of a new <br /> sign at the proposed location. The mailing must <br /> state that the respondent must return the card <br /> with a yes or no answer within 14 days of its <br /> receipt. If 70% of those polled return a tlyesfl <br /> answer the City Council shall, at its next Council <br /> meeting, order installation of the sign. Such <br /> installation shall meet the requirements of the <br /> Minnesota Manual on Uniform Traffic Control <br /> Devices. <br /> C. If the recommendation of the Public Works <br /> Superintendent is to not install a new stop sign: <br /> i. The City Council may request more information <br /> from. the Public Works Department,. the City <br /> Engineer, or other knowledgeable parties <br /> before making a final decision. <br /> ii. The City Council may accept the <br /> recommendation. It shall then notify the <br /> requesting party about its decision in <br /> writing and shall tell the party that he/she <br /> . can appeal the decision at the Council <br /> meeting. <br />
