Administrator Corrments 2 February 28, 1994 <br /> Management fee for R-3 be revised to utilize a runoff ratio runoff <br /> per acre using irrpervious surface as a basis of $3.98 unit at 38% <br /> rrore runoff per acre or $5.17 per each unit per quarter for all R- <br /> 3 areas. <br /> c. TCAAP Sanitary sewer =nnection to M:Junds view. TCAAP has <br /> requested a =nnection to the M::lunds view system due to the <br /> downgraded status to standby caretaker. TCAAP officials see a <br /> decreased need so that a different approach to servicing the <br /> sanitary sewer system is needed. This request can result in a <br /> similar agreerrent to that with Shoreview. The =nnection =uld be <br /> just north of Mike Fix's office, under 35W and west to a =ent <br /> MWCC interceptor in MJunds View. A srrall piece of M::lunds View <br /> pipe is within this =nnection. <br /> Attached is a letter fran MSA, City Engineer, who reccrrrrends that <br /> the reccmrended =nnection be ar:proved to address the short term <br /> need of TCAAP. It also recx:mrends a long term answer for any <br /> development of TCAAP. At that tine the City =uld request MWCC <br /> ownership of the pipe at the Arden Hills border (further <br /> infonnation enclosed) . Reccmrendation - Council approve entering <br /> into an agreement with TCAAP and M:Junds View for sanitary sewer <br /> cormection (similar to the Shoreview agreement), including a <br /> provision that this agreement be in place until an alternative <br /> . Arden Hills' cormection is provided. <br /> d. Enclosed is a reccmrendation fran the Public Works Comnittee for a <br /> policyjpr=edure of Stop Sign requests. The staff recanrends a <br /> few changes, those are: include general traffic signs, eliminate <br /> the request for resident feedback. This decision should be based <br /> on public safety issues only, but allaN for an appeal pr=edure <br /> instead of an individual public notification. It is recorrrnended <br /> that Council approve the Comnittee recanrendation, rerroving <br /> citizen notifications, maintain staff review and approval, with <br /> appeal pr=edures. <br /> e. Sheehy land donation - The Sheehy's proposal to turn over this <br /> land parcel to the City has been reviewed in further detail (see <br /> attached nerro) . The ownership of the Sheehy land (8.5 acres) <br /> =ntinues to be open to transfer the land title. The City can <br /> accept the land free of charge without any designation of land use <br /> at this tine, pending further review of need. Reccrrmendation - <br /> Direct staff to imrediately begin the legal proceedings to <br /> aCc:c:ATplish such transfer. <br /> f. Class A Premises Permit Renewal Application - Goldie Sieclow, Pot <br /> 0' Gold Bingo Hall. The review pr=ess has been canpleted. Staff <br /> recorrrnends approval of the application. <br /> . <br />
