~
Arden Hills Council 3 May 9,1994
. looking to the City and Ramsey County to assist in
funding the remaining $110,000.
Malone noted that if the City would gain access to the
property, the City would partially use these utilities,
however, he would like the City to have some type of
guarantee or contingency that the City would be able to
build on this property at some future date, He further
noted that the City had a policy on billing these types
of utilities or any other capital improvements of that
nature, and that 100% was normally assessed to the user.
Malone further noted he would be in favor of the City
funding a portion of the project if the City would be
guaranteed that it would have access to develop a part of
this property,
Public Works Superintendent Winkel noted that the
National Guard requested a four inch (4") force main and
they would pump into the City's sewer line due to the
fact that the National Guard's existing line is at a
lower elevation than the City's sewer line. It had been
suggested by Ramsey County to consider installing an
eight inch (8") force main which could facilitate higher
flow capabilities.
. Mayor Sather noted that the City does not always have
access to this property should a utility problem occur.
If the utilities would be the responsibility of the City
to maintain, the City would need access to handle any
problems, preventive maintenance and other related
issues. Mayor Sather further noted that the City had an
obligation within their corporate limits to provide the
accessibility to those kinds of services, however there
would need to be a good faith effort on the part of the
Department of Defense to offer some type of in-kind
payment for these services.
Council was asked whether this matter should be continued
until the next Council meeting to allow staff to research
the issues further.
Malone noted that the City should probably indicate their
interest in assisting the National Guard in pursuing the
land they want for their maintenance facility. This
would give the National Guard the opportunity to notify
the Pentagon that the City of Arden Hills was willing to
participate in the cost of this project, contingent upon
the ability to co-locate maintenance facilities,
.
