<br /> . <br /> . <br /> Arden Hills Council 5 May 9, 1994 <br /> . Probst asked the applicant, Mr. Carlson, how much time <br /> was needed to test the equipment. Mr. Carlson stated <br /> they need thirty days to complete cell site testing. <br /> Probst asked the applicant if he attended the June <br /> Planning Commission meeting, would that allow enough time <br /> to complete the testing process. He further noted the <br /> case could then be heard at the June 13 City Council <br /> meeting. The applicant answered that this is not <br /> sufficient time to fully test and prepare for <br /> installation. <br /> MOTION: Malone moved, seconded by Aplikowski to allow the <br /> applicant, Cellular One, to proceed with the needed <br /> changes to the antenna based on the conditions <br /> allowed through the lease agreement, while pursuing <br /> the Special Use Permit process, Motion carried <br /> unanimously (5-0) . <br /> JOB EVALUATION SYSTEM UPDATE - PAY EOUITY <br /> Administrator Person commented that she recommended that <br /> the City Council authorize the use of PDI for the pay <br /> equity study based on the lower price quote of $4,515, as <br /> . well as, their use of additional baseline job <br /> descriptions over Hay Associates. She further noted that <br /> PDI would conduct job reviews with the management staff. <br /> Malone noted that based on personal experience, he would <br /> recommend that the City Council consider using the <br /> services of Hay Associates. He further noted that Hay <br /> Associates had been in the business longer and he had <br /> good experiences working with this firm. <br /> Mayor Sather commented that MTC had used Hay Associates, <br /> Person noted that PDI seemed to be more flexible and <br /> their process seemed easier to work with, and received <br /> positive recommendations on PDI, <br /> Hicks asked why there was a cost difference between Hay <br /> Associates and PDI. Hay Associates low end cost was less <br /> than PDI, however, it could be higher by the end of the <br /> study, Person noted Hay Associates anticipated the <br /> approximate time that would be needed to complete the <br /> study, however, depending on how much time would be spent <br /> with the staff could fluctuate, and in turn, additional <br /> costs could be billed for the service to a maximum of <br /> $6,000. <br /> . <br />
