S;WCTURA! reconstruction .of Stowe Avenue fr.om Cleveland Avenue t.o Lake J.ohanna Boulevard. The existing r.oadway is a Ramsey C.ounty r.oad that is being c.onsidered far "turn-back" t.o the 5i...T,:;YiNG Cities of Arden Hills and New Brighton. The east secti.on.of St.owe Avenue extends from New Brighton Road to Lake Johanna Boulevard. The secti.on of roadway is approximately ;t.1F,~I'C 1,350 feet in length and 33 feet in width. This segment of roadway lies entirely within the City of Arden Hills. The segment to the west extends from New Brighton Road to Cleveland ~_~,.l,',SPC~TA;,'CN A venue and is approximately 28 feet in width. This section of roadway is a common road between the Cities of Arden Hills and New Bright.on. The county has considered cold in-place recycling for the roadway in the past; however, the City of Arden Hills has requested that MSA evaluate the cost to reconstruct the roadway with curb and gutter t.o meet the City of Arden Hills' standards far a residential roadway, This letter addresses the costs associated with such improvements and also includes the cost .of storm sewer installation to remove storm runoff from the public right-of-way. The costs of such improvements have been split between street improvements and storm sewer improvements for City planning and financing purposes. In additi.on to this analysis, an 1326 Energy Park Drive estimate for the recycling has been included as it is possible that the County w.ould finance 51.
