September Planning Minutes Page 11 09/07/94 <br /> Mr. Fritsinger stated it meets the City Ordinances. <br /> Piotrowski moved, seconded by Erickson, to recommend to <br /> Council approval of the parking lot expansion with the <br /> following conditions: <br /> 1. The applicant relocate as many of the trees as <br /> possible. <br /> 2, The approval is subject to verification from NSP that <br /> the plan is in compliance with the easement agreement. <br /> The motion passed unanimously, (6-0) <br /> TCAAP MASTER PLAN. <br /> Mayor Probst stated Congressman Bruce Vento is in the process of <br /> creating a reutilization committee of about 20 people from a wide <br /> variety of sources. Arden Hills would be guaranteed at least one <br /> (1) seat. Some areas identified were labor, homeless, <br /> environment, economic re-adjustment, business, and local <br />. citizens. Representatives from all the surrounding communities <br /> and Ramsey County would all have appointed representatives. <br /> September 13, 1994 will be the closing date for nominating <br /> applicants to participate on the reutilization committee. <br /> Mr. Fritsinger explained the concept of an RFP/RFQ for a master <br /> plan on the arsenal property, He asked the Commission to review <br /> the scope of services detailed in the draft documents. Some <br /> ideas would be: land use, traffic compatibility, thoroughfares, <br /> and utilities. Staff would recommend that based on recent <br /> discussions, it may be appropriate to fine tune the scope of <br /> services and advertise for request for qualifications (RFQ) . <br /> Mr. Erickson asked if the City is still planning on spending <br /> $60,000-$100,000 for an extensive plan. <br /> Mayor Probst stated the City is planning on budgeting money for <br /> the 1995 fiscal year. A statement was made at the Public meeting <br /> with Congressman Vento that Arden Hills does have the planning <br /> and zoning control over the land. The City will have significant <br /> influence in that process. He further stated of all the help and <br />. volunteering that has occurred, there has been no money <br />
