Piotrowski moved, seconded by Erickson, to recommend to Council approval of the parking lot expansion with the following conditions: 1. The applicant relocate as many of the trees as possible. 2, The approval is subject to verification from NSP that the plan is in compliance with the easement agreement. The motion passed unanimously, (6-0) TCAAP MASTER PLAN. Mayor Probst stated Congressman Bruce Vento is in the process of creating a reutilization committee of about 20 people from a wide variety of sources. Arden Hills would be guaranteed at least one (1) seat. Some areas identified were labor, homeless, environment, economic re-adjustment, business, and local . citizens. Representatives from all the surrounding communities and Ramsey County would all have appointed representatives. September 13, 1994 will be the closing date for nominating applicants to participate on the reutilization committee. Mr. Fritsinger explained the concept of an RFP/RFQ for a master plan on the arsenal property, He asked the Commission to review the scope of services detailed in the draft documents. Some ideas would be: land use, traffic compatibility, thoroughfares, and utilities. Staff would recommend that based on recent discussions, it may be appropriate to fine tune the scope of services and advertise for request for qualifications (RFQ) . Mr. Erickson asked if the City is still planning on spending $60,000-$100,000 for an extensive plan. Mayor Probst stated the City is planning on budgeting money for the 1995 fiscal year. A statement was made at the Public meeting with Congressman Vento that Arden Hills does have the planning and zoning control over the land. The City will have significant influence in that process.
