The engineer has latitude <br /> on the widths. The lanes could be reduced to 12 feet and the paths to six feet, so the road would <br /> not have to be widened. The right turn lane could be striped without taking out the bike path. <br /> Mayor Probst asked Ms. Kajer, who was present, if the direction the Council is taking will be <br /> acceptable to the residents. <br /> Ms. Janeen Kajer, 1434 West County Road E, stated that she and Ms. Hass have talked to <br /> many residents on County Road E who agree that something needs to be done because there are <br /> small children on that road. They do feel that this approach will help. They have expressed <br /> concern about a lower speed limit. The speed was 40 mph and was only lowered to 35 mph <br /> after a school girl was hit. She asked if there is any way to have the Ramsey County speed <br /> machine placed in the area. The machine flashes driving speeds, as vehicles pass through. <br /> Winkel agreed to request Ramsey County to put the speed machine at that location. <br /> Hicks stated that enforcement is the issue. Cars are traveling 10 to 15 miles over the posted <br /> speed limit. If traffic would travel the speed limit, it would be safer and more tolerable for <br /> residents. <br /> . MOTION: Hicks moved and Malone seconded a motion to approve restriping on County Road <br /> E between Highway 51 and Old Snelling Avenue as per Dan Soler's plan with the <br /> modifications shown on the drawing at the intersection of Johanna Boulevard and <br /> Old Snelling A venue; and that the sensors at the intersection be moved as <br /> necessary without widening the intersection. The motion was approved <br /> unanimously (4-0). <br /> Aplikowski stated that the downtown area of any town does not have a speed limit over 30 mph., <br /> and she would have no problem requesting a lower speed limit in a business district area. <br /> After further discussion, it was the consensus of the Council not to request a speed reduction on <br /> County Road E at this time but request that the speed control machine be placed in that location. <br /> HAMI.INE AVENUE SEALCOA TING <br /> Winkel stated that 1994 budget funds are available for sealcoating. He requested approval for <br /> sealcoating for Harnline Avenue from Highway 96 to Floral Drive. <br /> Malone stated that there are cracks and trenches on Hamline. The sealcoating will not fix the <br /> trenches. He would assume the project will cost more than $15,000, and be would have a bard <br /> . time supporting this request this late in the year. He would recommend that sample borings of <br />
