ARDEN HILLS CITY COUNCIL - SEPTEMBER 12, 1994 5
.
of November 1, 1994, allowing for staff discretion. The motion was unanimously
approved (4-0).
PUBLIC WORKS
COUNTY ROAD E STRIPING - DISCUSSION OF LANE CHANGE AND STRIPING
Winkel stated that this item is a follow-up to a previous discussion with Ramsey County Traffic
Engineer, Dan Soler. Last month the Public Safety Committee approved plans for two traffic
lanes and one center turn lane and is recommending that the Council approve this plan for
striping this section of County Road E. There will also be an off-street bike path in the future
for that section of roadway. Ms. Pauline Hass and Ms. Janeen Kajer, who live on County Road
E, attended the Planning Commission meeting and gave very helpful input about the traffic
problems in this area. Residents would like to see the speed limit lowered to 30 mph.
Mayor Probst asked if the issue of widening the street is resolved.
Winkel stated that the Commission felt that is a financial decision that should be made by the
Council. The striping is critical to traffic flow, but they would not be opposed to widening the
street.
. Hicks asked if Mr. Soler has made any changes from his previous presentation to the Council,
with the center lane and two bike paths phased out for four traffic lanes.
Winkel stated that to his knowledge, that plan has not changed. Mr. Soler believes the plan
should remain as he proposed it.
Hicks stated that it is his recollection that Mr. Soler is agreeable to two lanes across the
intersection of Johanna Boulevard with bike paths marked on either side.
Winkel stated that he will pass the Council recommendation on to Mr. Soler to keep the bike
paths.
Hicks stated that he has received two phone calls from County Road E residents stating that since
the bridge has reopened, the speed of traffic is approximately 10 mph faster. He would like Mr.
Soler to look into this issue independent of the striping issue.
Malone agreed with striping one lane eastbound from Old Snelling Avenue and two westbound
lanes.
Mayor Probst asked the curb width.
. Hicks stated that there is a 14-foot center turn lane and two 12-foot paths. The road is 42 feet
