The motion was unanimously <br /> approved (4-0). <br /> PUBLIC WORKS <br /> COUNTY ROAD E STRIPING - DISCUSSION OF LANE CHANGE AND STRIPING <br /> Winkel stated that this item is a follow-up to a previous discussion with Ramsey County Traffic <br /> Engineer, Dan Soler. Last month the Public Safety Committee approved plans for two traffic <br /> lanes and one center turn lane and is recommending that the Council approve this plan for <br /> striping this section of County Road E. There will also be an off-street bike path in the future <br /> for that section of roadway. Ms. Pauline Hass and Ms. Janeen Kajer, who live on County Road <br /> E, attended the Planning Commission meeting and gave very helpful input about the traffic <br /> problems in this area. Residents would like to see the speed limit lowered to 30 mph. <br /> Mayor Probst asked if the issue of widening the street is resolved. <br /> Winkel stated that the Commission felt that is a financial decision that should be made by the <br /> Council. The striping is critical to traffic flow, but they would not be opposed to widening the <br /> street. <br /> . Hicks asked if Mr. Soler has made any changes from his previous presentation to the Council, <br /> with the center lane and two bike paths phased out for four traffic lanes. <br /> Winkel stated that to his knowledge, that plan has not changed. Mr. Soler believes the plan <br /> should remain as he proposed it. <br /> Hicks stated that it is his recollection that Mr. Soler is agreeable to two lanes across the <br /> intersection of Johanna Boulevard with bike paths marked on either side. <br /> Winkel stated that he will pass the Council recommendation on to Mr. Soler to keep the bike <br /> paths. <br /> Hicks stated that he has received two phone calls from County Road E residents stating that since <br /> the bridge has reopened, the speed of traffic is approximately 10 mph faster. He would like Mr. <br /> Soler to look into this issue independent of the striping issue. <br /> Malone agreed with striping one lane eastbound from Old Snelling Avenue and two westbound <br /> lanes. <br /> Mayor Probst asked the curb width. <br /> . Hicks stated that there is a 14-foot center turn lane and two 12-foot paths. The road is 42 feet <br />
