Possibly striping would help redirect driving pathways. Milling the entire road <br /> would take care of the problem. <br /> Malone asked how the cracks would be sealed. <br /> Winkel stated that a rubberized sealer would be used which other cities have used successfully. <br /> This time of year is a good time to seal cracks because in the cooler part of the year the cracks <br /> are widest. <br /> Hicks agreed that sealing the cracks would be appropriate. If the road is turned back to the <br /> county within a year, it will be in reasonably good shape without the expense of sealcoating. <br /> It was the consensus of the Council to proceed with sealing cracks on Hamline Avenue. <br /> Mayor Probst asked if Hamline is part of the turnback. <br /> . Winkel stated that the County would like to turn back Hamline A venue and County Road F from <br /> Lexington to Hamline Avenue. <br /> Mayor Probst asked if the City's mileage of streets would be reduced. Winkel answered, yes. <br /> ROAD TURNBACKS FROM RAMSEY COUNTY <br /> Winkel referred Councilmembers to Mr. Terry Mauer's letter to the City, dated September 7, <br /> 1994, in the Council packet. Staff is requesting approval to pursue a turnback agreement with <br /> Ramsey County. If the Council agrees, a proper resolution will be prepared for the first meeting <br /> in October. The list in the packet will be presented to the County as shown, if the Council <br /> chooses to prioritize turn backs in this manner. <br /> Hicks stated that the letter dated September 7, 1994, captures the Council discussion and he <br /> concurs with the plan as presented. <br /> Malone agreed and stated that it is in the City's best interest to pursue this agreement. <br /> MOTION: Hicks moved and Malone seconded a motion to direct staff to initiate discussions <br /> with Ramsey County on a proposal regarding turnback jurisdiction on County <br /> Road F, Stowe Avenue reconstruction, Hamline Avenue, Ingerson Road, and <br /> . Lake Johanna Boulevard, pursuant to Mr. Terry Mauer's letter dated September <br /> -------- <br />
