ARDEN HILLS CITY COUNCIL - SEPTEMBER 12, 1994 3 <br /> PLANNING <br /> BETHEL COLLEGE CASE NO 94-20- <br /> APPROVE SITE PLAN AND PARKING LOT EXPANSION <br /> Fritsinger stated that Bethel College has submitted an application and site plan to reconstruct and <br /> expand the parking lot on campus. The parking lot is located on the east side of the campus and <br /> currently holds approximately 100 parking spaces. The primary reason for the work is the need <br /> for additional parking on campus. Also, the condition of the lot is in need of repair; and this <br /> is an opportunity to take care of both needs. The expansion will be 26,000 square feet of space. <br /> The number of parking spaces will increase to 184. No curbs or catch basins are included. All <br /> size and area requirements are in compliance with the City's zoning ordinance. The Planning <br /> Commission expressed some concern from a safety perspective about the lack of lighting. There <br /> will be one overhead light and one light adjacent to the stairs on the side of the parking lot. The <br /> applicant has stated that lighting is under study for the entire campus, and that issue will be <br /> addressed. There is an NSP easement, and NSP has reviewed the plans and approved the <br /> improvements as proposed. There is wetland adjacent to the lot, and Rice Creek Watershed <br /> District has issued a pennit for the project as proposed. There are 30 mature trees that will be <br /> removed. Twenty will be relocated elsewhere on campus. The Planning Commission has <br /> reviewed the application and unanimously approved it, as submitted, at their September 7, 1994 <br /> . meeting. <br /> MOTION: Malone moved and Hicks seconded a motion to approve Case No. 94-20, a site <br /> plan for a parking lot expansion at Bethel College. The motion was approved <br /> unanimously (4-0). <br /> UPDATE - RFP AND RFO FOR TCAAP PLANNING CONSULTANT <br /> Fritsinger stated that the proposal staff has prepared outlines the scope of services for the next <br /> step in planning for the use of the TCAAP property. At this time it would be appropriate to <br /> search for a qualified consultant through an RFQ (Request for Qualifications) advertising process. <br /> The City would not want to make a proposal for the property until the intent of Congressman <br /> Vento's reutilization committee is clearer. One of the difficulties in finding a qualified <br /> consultant is that there are not too many other locations where a similar study has been done. <br /> The is a very unusual undertaking and a qualified expert consultant will be needed. He agreed <br /> with the Planning Commission that the RFQ process will allow the City time to prepare <br /> information while finding out who is capable of providing assistance. <br /> Aplikowski asked if a time line has been put on this project. <br /> . Fritsinger stated that is his question to Councilmembers, when the Council would like to review <br /> qualifications. <br />
