<br /> . ARDEN HILLS CITY COUNCIL - SEPTEMBER 12, 1994 4 <br /> The Mayor suggested advertising the RFQ for 30 to 40 days so that someone could be on board <br /> within 60 to 90 days. The first meeting of the reutilization committee is in October. <br /> Malone concurred and questioned if the advertising would be done through the American <br /> Planning Association. Advertising will have to be nationwide. <br /> Fritsinger stated that there are two options for advertising. The first is to advertise through the <br /> Association which has a monthly magazine, although he is unsure of the timing for their next <br /> publication. They also have a journal every two weeks that advertises projects and could be used <br /> for this purpose. <br /> Hicks stated that consultant fees will cost a large amount of money and asked to what extent this <br /> activity would fit into the purpose of the reutilization committee. He expressed concern about <br /> taking on the financial responsibility associated with hiring someone to study this issue and being <br /> accepted by the reutilization committee. How will the City pay for this service? He is <br /> concerned that City money will be spent without 100% of the benefit coming to the City. <br /> Mayor Probst stated that from his perspective and given the information currently available, no <br /> one else is bringing money to the table. As this process continues, it will be acknowledged that <br /> Arden Hills ultimately has responsibility for planning and zoning this property. The City needs <br /> . to stay out in front and establish itself as a lead agency in regard to these issues. There is also <br /> a need for caution not to be presumptive. <br /> Aplikowski stated that she has no problem with the concept but does have a problem with the <br /> time line. It is not necessary to bring someone on line before January 1, 1995. The committee <br /> will not move very fast during the election period. The City does not need to have someone on <br /> board that fast. <br /> Mayor Probst stated that consultants would not have a problem with a 30-day response time. <br /> Fritsinger stated that the word travels fast in the consultant community. Within two days he had <br /> five or six phone calls from people requesting to be added to the list. It will not be a problem <br /> for those firms to submit a proposal quickly. <br /> Malone stated that this is a process of soliciting qualifications for someone to step in and help <br /> the City with this process. This person will not necessarily be offered to the committee but will <br /> be present to represent the City and allow the City to interface with the committee and the Army. <br /> Hicks suggested finding out who the planner was for Joliet, Illinois Army facility. <br /> MOTION: Malone moved and Hicks seconded a motion to direct staff to proceed with <br /> circulating Requests for Qualifications on a nationwide basis for firms available <br /> to provide consulting plan services for the redevelopment of the Twin Cities Army <br /> . Ammunition Plant, with a deadline for receipt of applications set for the vicinity <br />
