<br /> . <br /> . <br /> .- (Phase II Option) -- Information is also being sought in conjunction with this <br /> RFP concerning consultant capability in the area of final design. This will be <br /> considered an "optional" Phase II work provision and not a committment to <br /> contract final design services. Information provided may provide a basis for <br /> - negotiating a contract extension upon completion of the Concept Report. Ramsey <br /> County will consider the professional experience/capability, approach and costs <br /> for final design, and consultant performance during the concept study and make a <br /> - determination concerning extension of contract services. This consideration in <br /> no way obligates Ramsey County to extend work into Phase II design efforts. <br /> The level of engineering/technical detail to be provided during this project is <br /> - approximately 10% of the total engineering required for construction plans and <br /> sped fi ca t ions. The ultimate level of detail sought for anyone project element <br /> or study area will be adjusted as warranted to support a sound decision process. <br /> - Initial base line information will be developed first via review of former MnDOT <br /> files and previous reports (1987 TH 96 Task Force Study, I-3SE Study). <br /> Additional information development will be defined through close coordination <br /> with County staff and the Task Force. The scope of study efforts and study <br /> - schedule will be established early in the process as part of collective <br /> refinement of the Concept Report work plan with Task Force input. <br /> .. <br /> I Concept study work will follow an open process. Specific design features have <br /> not been identified. All reasonable alternatives and issues will be considered. <br /> The following general operational characteristics and criteria have have been <br /> -- developed as a foundation for study efforts: <br /> 1) Designated "A-Minor" Arterial <br /> I 2) Multimodal Pacility <br /> 3) Design shall: <br /> - a Accomodate current and projected traffic volumes (20 Year) -- (no <br /> traffic calming) <br /> o Provide for functional corridor continuity <br /> . o Meet State Aid Standards <br /> o Provide for design speeds which meet or exceed posted speeds -- changes <br /> subject to traffic studies and state determination <br /> . o Provide for truck and commercial traffic <br /> o Address historical and environmental/social requirements <br /> o Provide for adequate snow storage and handling <br /> - o Provide turn lane or median design elements for all access <br /> o Not unduly increase operation and maintenance costs (ie. landscaping) <br /> 4) Improvements must support highway and landuse compatibility -- achiev~ <br /> I appropriate balance <br /> 5) Signal systems subject to Ramsey County Signal Policy <br /> I 6) Access control significantly impacts design and operational <br /> charac t eris ti cs <br /> -' <br /> - - :,- <br /> -- <br />
