Each time, it was concluded that the zoning for both I <br /> 14 colleges is appropriate in terms of potential future uses, if the colleges were to leave the sites, 1M <br />., IIIl <br /> The Bethel Campus development would be adaptable to a high quality Business Campus (like CPD or Business b <br /> Park (like Opus in lvlinnetonka) or a health = fllCility. It would be a reasonable extension of the Lexington/Fox IIIl <br />I '~ Business Area, it abuts a major menal highway, and it would provide a reasonably sound land use transition ~ml <br /> Ibl between the mixed business,induscial uses to the east and the single-family areas to the west and south. <br />I III/~ Valentine Lake, with no development on the western or northern shores, provides a buffer for either the college ~1I/11 <br /> or potential future B-1 uses md the nearby residential uses. /11/11 <br /> I~II/I The Northwestern Campus does not have the same relationship to adjoining uses. Rezoning it to a B-1 discict //1111 <br /> i~14 11111' <br />I I~II~ would introduce the possibility of a new use to that area of the City. L;Jke Johanna's shoreline, in contrllSt to <br /> Valentine L;Jke, is totally developed with single,family homes exc..-pt for Northwestern College. ImJ <br /> it"! III/ <br /> This zoning issue was discussed at some length in 1991 when the "school" Imd use categories were redefined !tu <br /> :"1 <br />I itllll md reclassified and was discussed agum when the Zonmg Ordinance was amended in 1993. The conclusion was 1111 <br /> illlll to retain the zoning as it IS (see attached letter from Jerry Filla). however. the Land Use Chon in the Zoning IJ <br />I :11111 Ordinance. Sectlon V.E.. page V,6, does not reflect this determination as it does not show "Higher Education" III/ <br /> as a Special Use m the B,[ Dismct. This oversight should be corrected, The City Attorney should determine <br /> illlll if an ordinmce amendment is reqUITed or if the page cm simply be reprinted and discibuted.
