Based .
upon our review of the plans and comparison with the future needs of the City of Arden
Hills, the following issues have arisen. Initially, there are several options available for the
utilities connection between the National Guard property and the City's municipal sewer .
(Nil ENGINEERING and water systems. The water connection should be completed with l2-inch watermain as
ENVIRONMENTAL addressed in our previous memorandums regarding the connection (enclosed).
,'AUNI(lPAL With regard to the sanitary sewer connection, there are several options available to the. .
PLANNING
SOLID WASTE City, two of which are recommended for consideration at this time. The existing sanitary
STRUCTURAL sewers within Hamline Avenue and parallel to Trunk Highway 96 have adequate capacity .
SURVEYING to handle to additional flows contributed by the National Guard facility and additional
TRAFFIC future development within the immediate vicinity of that area. However, the IS-inch trunk
TRANSPORT A TIQN main north of Interstate 694 flows into an MWCC interceptor which is already nearing its .
capacity. For this reason, it would not be recommended to construct this connection for
ELECTRICAL/MECHANICAL the conveyance of large volumes of future sanitary sewer flow.
ENGINEERING .
HVAC The enclosed map indicates the two alternatives that best suit the sewer connection.
POWER D!$TRIBUTlON Alternate A consists of the installation of forcemain south along Hamline A venue to the
SCADA manhole approximately 700 feet south of Trunk Highway 96. This allows the lift station .
SYSTeM CONTROLS within the National Guard property to pump the sewage directly to a manhole within
Hamline Avenue, allowing it to gravity flow through the existing lO-inch sanitary sewer. .
This is the shortest length offorcemain installation; however, it would involve substantial
disruption to Hamline A venue, as well as the traffic within that street, for an extended
period of time. .
Alternate B consists of the construction of forcemain west from Hamline along the north
side of Trunk Highway 96 to a gravity manhole approximately adjacent to the existing City .
OFFICES iN of Arden Hills' village hall. This would consist of approximately 400 additional feet of
forcemain; however, it would be less disruptive to both traffic and the structural integrity
MINNEAPOLIS of Hamline A venue. In addition, the National Guard would be able to avoid the additional. .
PllOR LAKE costs associated with the restoration of Hamline A venue. In our opinion, this method
51. PAlIl would be the best alternative available for the City of Arden Hills.
WASECA .
