I
Sheriff Contract Group Minutes ,-
Fellruary ~6, J.995
County could connect to the system in the future. The "backbone
system" has been estimated to cost from 30 to 40 million .
dollars. If all of Ramsey County converts, it could cost as much
as an additional 21 million dollars. .
Kollman explained the need for more radio channels. There are not
enough frequencies left for everyone to use. The idea is to
make greater use of the frequencies and to increase communication I
traffic between agencies (get everyone on same radio band).
Why go 800 MHz: 1) need for more radio channels; 2 ) nowhere I
else to go; 3 ) aging RF backbone; 4 ) region wide
communications; 5) common equipment; 6) economy of scale; 7)
fill coverage holes; 8) expansion & flexibility; 9) re-
farming (an effort by FCC to make more frequencies out of what .
currently exists).
It was noted that most other counties have a "county-wide" .
dispatching service.
Kollman explained the need for a new Computer Aided Dispatch
System. Right now, the system is shared with three agencies (St. I
Paul Fire Department, st Paul Police Department & Ramsey County).
The "processors" are no longer being made, maintenance costs 'I
continue to increase, and are only guaranteed for 5 years. A 60%
discount has been offered by the current vendor to upgrade the
system.
Why Consolidate: 1) reduced personnel costs; 2) avoid costly .
equipment duplication; 3 ) shared county-wide costs; 4 )
coordination; 5) sharing of radio frequencies; 6) cost pay
back in under 4 years; 7) economy of scale. .
It was explained that the proposals are still in the
developmental stages, with presentation to the Ramsey County CIP .
Board scheduled for March 9, 1995.
OUARTERLY TRAFFIC SOUAD REPORT I
Discussion tabled until next month.
SMART ~ I
It the of the to continue the current
was consensus Group
practice whereby deputies set up and dismantle the SMART Unit. I
In the future, it could be a CSO duty. The Group wants to see
more frequent ticketing in conjunction with its use.
COMMUNITY SERVICE OFFICER NEEDS BY COMMUNITY I
Bergeron requested each community to prepare a list of specific '.
2
I
---- ---
