Although - <br /> he indicated he understood concern for a project that develops all at once. <br /> Mr. Hanzalik indicated he had not made up his mind on the project, but would like the - <br /> Commission and the Council to address the issues that are being raised at this meeting. <br /> Ms. Joyce Kloncz Valentines Hills School, she is the science specialist from Valentines Hills - <br /> Elementary School. She indicated they are currently looking at ways to tie the natural <br /> surroundings of the area with the school. She indicated bird banding, camouflage simulations, <br /> and other activities go on in the site area, fox have even been sighted. Ms. Kloncz encouraged no - <br /> development be allowed in the area. <br /> Mr. Bob Eha 3898 Dellview, indicated he felt the City could buy the area and dedicate it to open - <br /> space. He noted most of the residents already assumed it was part of the Ramsey County open <br /> space. He indicated additional area will be available for development with the Arsenal land. I <br /> Ms. Fran Holmes 1804 Venus Avenue, she indicated she recently has served on the finance <br /> committee for the City of Arden Hills. She indicated concern for the R-l Single Family zoning, ~I <br /> a Special Use Permit would be required. She noted the burden lies upon the City as to why a <br /> permit could not be granted, she believes the wetlands, wildlife and traffic concerns could be <br /> enough reason not to grant a Special Use Permit. I <br /> Ms. Dolores Bedford, indicated she did not want any additional neighbors. Ms. Bedford noted <br /> the area has previously flooded and believes there will continue to be problems with drainage. I <br /> Ms. Kristine Poelzer 1870 Indian Place, indicated she served on the finance committee also. Ms. <br /> Poelzer indicated concern for mixed messages that the Planning Commission have projected. She I <br /> indicated businesses coming into the City have been required to have open space, but now where <br /> there is open space, development will be allowed. She felt this to be contradictory. I <br /> Ms. Poelzer indicated concern for the environment and who would monitor the ponds and <br /> overflow. <br /> Ms. Poelzer encouraged the Planning Commission to follow the precedent of being thoughtful I <br /> to the environment, and deny development in this area. I <br /> Mr. Jim Summerfeld 1710 Glenview Avenue, he thanked Mr. Ogren for speaking with him and <br /> also Mr. Fritsinger for answering questions. He indicated it was his understanding that an I <br /> amendment to the Comprehensive Plan by a super majority or 4/5 vote was necessary for this <br /> development to occur. ~I <br /> I <br />
