I I DRAFT . Aoril Planninll: Minutes Faile 3 04/05/95 I Mr. Bill Sikora, representative ofCSM, briefly described what will be proposed and noted they would I like to begin May 1. Commissioner Larson expressed concern for the ponding proposed along Lexington A venue, he felt I there could be another more appropriate location. Mr. Sikora indicated they have researched alternate locations and still feel this location is the most appropriate. Discussion was held regarding the location of the pond, with various options explored. I Chair Erickson inquired as to the status of the application with Rice Creek Watershed District. Mr. Sikora indicated they are awaiting the Planning Commission's decision and then will make their I decision and forward it to the City Council. Commissioner Sand inquired as to when the pond is to be constructed. Mr. Sikora indicated this I would be required to be constructed by the Rice Creek Watershed District during the first stage of development. I Commissioner Larson asked if an easement was established with Control Data, could the area north of the park be used for the pond. Mr. Sikora indicated if an easement was requested, the landowners . would most likely require him to buy it. Commissioner Rye noted the pond could also benefit Control I Data. Mr. Sikora stated Control Data is not required to pond their site at this time. Commissioner Sand questioned when the second stage of construction will begin. Mr. Sikora I indicated it would depend on various issues. I Commissioner Sand asked if the landscaping is done in stage one, why is the applicant given until December 31 to finish the site plan. Mr. Bergly indicated the City felt this was reasonable time to resolve any outstanding issues. I Commissioner Sand inquired about open space. Mr. Fritsinger indicated the amount of open space is referring to 35% total overall green space. He indicated these type of issues will be addressed in I the PUD. Mr. Bergly added the landscape area is also referred to as open space. Discussion continued on the location of the pond area. I Chair Erickson asked if the applicant CSM was agreeable to the revised recommendations of staff Mr. Sikora indicated the applicant is in agreement. I Chair Erickson inquired if Control Data was still comfortable with leased access to the park for the year. Mr. Jim Bellandi indicated he did not foresee any problems, but to clarifY, he stated any PUD I in the future will have to be negotiated. I . I
