Minutes Pal!e 2 5/03/95 <br /> I <br />Mr. Bergly stated the Site Plan meets ordinance requirements in terms of open space, hard surface I <br />covering, parking, and landscaping. Mr. Bergly noted the Rice Creek Watershed District has <br />approved the Water Management Plan. He indicated access pennits for the slightly <br />relocated/redesigned driveways onto County Road E2 will be required from Ramsey County. I <br />Mr. Bergly believed the Site Plan changes proposed will not only make the site safer for students, but <br />significantly improves the site's overall function, circulation and image. No variances will be required. I <br />Mr. Bergly recommended that Case Number 95-14, be approved, subject to receipt by the City of <br />driveway access pennits from Ramsey County, and allows the continued use of temporary, portable I <br />classrooms until July 1, 1998. <br />Nelson asked about grading, and if there is any intrusion on the west side. Mr. Bergly indicated this I <br />tax forfeited land will be conveyed by the County to the City and from the City to the School District, <br />to cover this small parcel of overlap. <br />Nelson inquired as to what point is the process ofland conveyance. Mr. John Ostlund, Director of I <br />Operations, Mounds View School District, indicated the application has been filed, but the final -I <br />conveyance will take a couple of months. <br />Carlson inquired if there would be land conveyance on the east side. Mr. Bergly indicated that would I <br />not be necessary. City AdministratoriPlanner Fritsinger indicated there would need to be a temporary <br />easement with the City, that the City Council would need to approve. <br />Mr. Bergly indicated Ms. Cindy Walsh, Park & Recreations Director, expressed concern that the ball I <br />parks would be unavailable or inaccessible during construction. <br />Sand inquired if there is enough space for a bus to travel behind another bus on the south west side I <br />in the last designated parking space. <br />Sand inquired ifit is possible to address Ms. Walsh's concerns, and make sure that there is access to I <br />the ball parks. <br />Sand asked if there is any safety concerns regarding the "Grit Chambers". Mr Bergly indicated these I <br />would not be exposed to the surface. <br />Sand expressed concern that the grading and fill does not spread onto the ball fields. Mr. Bergly I <br />indicated the fill is hauled to another site and believes there would be no parking or access on the site <br />during construction. I <br /> -I <br /> I <br />
