The TCAAP site also <br />could be linked to the Rice County cross-country ski trails. <br />Wayne Gilbert from Alliant Techsystems gave the next presentation. <br />Alliant Tech (A.T.) came to TCAAP in 1958, at that time as a <br />division of Honeywell. A.T. has been manufacturing ammunition at . <br />the plant since that time. A.T. supplies the U.s. with ammunition <br />and is a Fortune 500 company traded on the New York stock Exchange. <br />A.T. has 9000 employees and Minnesota is its corporate . <br />headquarters. TCAAP houses the Defense Systems Group of A.T. <br />A.T. 's future plans on TCAAP are still under consideration. <br />However, A.T. is very involved with TCAAP, due to the large number . <br />of employees (930) and the extensive manUfacturing operation on the <br />plant. Mr. Gilbert indicated that A.T. expectp-d to maintain a <br />"long-term presence" on the arsenal. . <br />AMCCOM and A.T. have an Authorized Use Contract which sets out the <br />responsibilities of both parties. A.T. must maintain roads, water . <br />lines, sewer lines, gas lines and fencing. AMCCOM can terminate <br />A.T.'s contract within 30 days, however 000 would then have to pay <br />for interruption in production schedules, and for moving government <br />owned equipment to another location. These costs would be very . <br />high. <br />"Surge and Mobilization Capacity" is another aspect of A.T. 's -. <br />agreement with the federal government. Given the unpredictable <br />demand for ammunition, A.T. must be ready at all times to mobilize <br />its workers and supplies to increase output of ammunition when <br />needed. The operation at TCAAP is an Industrial Readiness Retention . <br />Center. <br />Any area used by a tenant which produces 000 products, in this case . <br />Alliant Tech, is not subject to excessing. This includes any safety <br />arcs which encompass the production of these products. <br />A.T. has been involved in several environmental clean-up efforts. I <br />The TCAAP Groundwater Recovery System (TGRS) extracts contaminated <br />water from many wells on the property and treats it. 90% of the <br />clean water goes directly to the aquifer and 10% is used for . <br />potable water by A.T. TGRS treats l~O million gallons of water a <br />month. <br />The PIUlIle Groundwater Recovery System (PGRS) is used to clean . <br />neighborhood water. PGRS is located off-site and cleans 1.7 billion <br />gallons of water per year. The contamination in this water came . <br />from the industrial solvents used during the first years of <br />production at TCAAP. <br />-There are 56 explosive storage magazines on TCAAP. These magazines -. <br />store the components for the ammunition. A.T. uses 25 of these <br />magazines. All af the magazines in use are within fences. 000 -. <br />strictly controls all of the magazines an TCAAP, and conducts <br /> . <br />
