<br />I <br /> <br />. <br /> <br /> <br />periodic inspections of the magazines. <br /> <br />The Quantity Distances, commonly referred to as safety arcs, are <br />the restricted areas which provide a minimum of acceptable area of <br />protection to people and property. There are different criteria for <br />I determining the length of the safety arcs: nearby houses or public <br />areas and certain high-powered explosives call for increased arcs. <br />In addition, the construction of the buildings which house these <br />products determine the length of the arcs. DoD determines the <br />I. quantity distance standards and revises them on a yearly basis. <br /> <br />A.T. "s plans for the fut=e are extremely complicated. Many <br />I options, such as consolidating the operations and moving pa~ of <br />the operations to other facilities are on the table for discussion. <br />A clearer vision will be determined in the next couple of months. <br />I It is also possible the A.T. 's presence on TCAAP could increase. At <br />present, the estimated area utilized by A.T., including safety arcs <br />is one-third of the TCAAP site. <br /> <br />I The committee agreed that it should work on two plans, one which <br />, would presume that A.T. would be leaving TCAAP eventually and one <br />which worked around A.T.'s presence. <br /> <br />I The next presentation was from Larry Holmberg of Ramsey county <br />Trails. In 1974, Ramsey county implemented a series of parks and <br />.. trails. There are two main corridors in the area, Rice Creek and <br />Highway 96. Abandoned railways and bridges can be useful <br />connections for these systems. TCAAP would be an invaluable <br />addition to the corridors currently in place. <br /> <br />I craig Andresen moved that any excess land be held as open space <br />until A.T. moves off the facility and that the committee adjourn <br />I its activities until further information on A.T. 's fut=e plans is <br />made available. <br /> <br />I Dennis Probst urged the committee not to agree to-this motion. In <br />his view, the committee needed to continue its work to create a <br />usable plan whiCh would benefit the community. The committee should <br />keep in mind other possibilities for land which might not <br />I necessarily involve open spaces. Terry Nagler added that the <br />committee agreed on an interim vision which should be the focus of <br />the future meetings. <br /> <br />I The motion failed on a 2 to 14 vote. <br /> <br />PUBLIC CoMMENT: <br />I Several audience members made comments to the committee at this <br />time. <br /> <br />I-The buildings which house the explosives should not be moved too <br />closely together because of a conce= over causing a "domino <br />_effect" if an accident were to happen. Also, the meetings should be <br />I advertised to the public. <br /> <br /> <br /> <br />I <br /> <br /> <br /> <br />~ -- <br />
