Part 2 Preparation ofTCAAP Master Plan and Development Project. <br /> I <br /> Track 2A: Identify Initial Development Project <br /> I This planning track involves the fast-track development of a high-profile project that will provide <br /> a supplemental means of funding additional planning activities for TCAAP. <br /> I Task 2A-l: . Select Potential Development Site(s) <br /> Following development of the Framework Plan, a site or sites will be selected as the focus of an <br /> I initial redevelopment project. It is expected that the selected site will be strategically located and <br /> that the resulting project will stimulate additional development in accordance with the evolving <br /> Master Plan, <br /> I Task 2A-2: Prioritize Environmental Cleanup <br /> The historical use of TCAAP indicates that significant environmental cleanup is required at <br /> I TCAAP, The cleanup effort will be coordinated with the reuse priorities established during the <br /> City's planning process in order to maximize the economic benefit to both the community and <br /> the Federal Treasury. <br /> I Task 2A-3: Complete Site Due Diligence <br /> The scope of the project, and recent changes in State and Federal regulations regarding <br /> .. development in or near wetlands, makes it likely that a State or Federal permitting issue will <br /> arise. Currently, the U.S. Army Corps of Engineers, the Minnesota Department of Natural <br /> Resources, the Rice Creek Watershed District, and the City have overlapping jurisdiction over a <br /> I development which proposes filling or dredging a wetland, This has become an increasingly <br /> complex regulatory area within the development approval framework. The Framework Plan will <br /> determine the need for an Environmental Assessment or Environmental Impact Statement. <br /> I Task2A-4: Select Developer <br /> This task involves selection of a developer who is capable of responding to the requirements of <br /> I the City and of the GSA facility disposal process. <br /> Task 2A-5: Development Project Financing <br /> I This task involves with the selected developer to secure the necessary financing to successfully <br /> complete the initial development project. The financing method will be designed to allow the <br /> City to proceed with further development and refinement of the TCAAP Master Plan. <br /> I Task 2A-6: Detailed Site Plan <br /> A detailed site plan will be developed in accordance with established City development review <br /> I procedures reflecting the goals and land use objectives of the TCAAP Framework Plan, With the <br /> approval of this site plan, the developer will be able to proceed to develop the project in <br /> I accordance with the normal City development process, <br /> I- <br /> I 12. <br />
