Track 2B: Finalize TeAAP Master Plan <br /> I This series of planning tasks begins the final review of alternative reuse scenarios, consistent <br /> I with the Framework Plan, and concluding with development of a detailed Master Plan and <br /> associated development controls. <br /> Task 2B-1: Master Plan Adoption <br /> I At this point, a Framework Plan will have been adopted by the TCAAP Task Force. The site, the <br /> market context, the community's desires and the legal ramifications will have been analyzed and <br /> I articulated, and criteria established for evaluating alternative development proposals, This task <br /> involves the final steps needed to secure City Council approval of the Master Plan for TCAAP. <br /> I Task 2B-2: Metropolitan Council Meeting <br /> This task involves presentation of the development framework plan to the Metropolitan CounciL <br /> This task will help establish the legitimacy of the proposed Master Plan beyond the local level <br /> I and facilitate its inclusion in the Council's Regional Blueprint. <br /> Task 2B-3: Secure Additional Site Data <br /> I This task involves a final, discrete analysis of physical, environmental and other site conditions <br /> that impact reuse of TCAAP. Identification of the specific information to be gathered in this task <br /> I. will be based on prior work and the needs identified during refinement of the Framework Plan. <br /> Task 2B-4: Prepare Detailed Area Plans (DAPs) <br /> As part of this task, the Task Force will prepare up to three potential development scenarios for <br /> I the TCAAP, reflecting various assumptions regarding the level of continued military use; <br /> removal or reuse of various existing structures; overall development intensity; and other <br /> assumptions as deemed appropriate. The Task Force will prepare a sketch plan showing <br /> I potential alternate development projects for TCAAP. These plans will incorporate market <br /> findings and opportunities identified earlier and will strive to meet community objectives for <br /> reuse ofTCAAP. The scenarios will be consistent with the Framework Plan and will be <br /> I developed as illustrative sketch plans at a scale of 1" = 200' that can be tested with respect to <br /> their fiscal impacts, economic benefit and market responsiveness. <br /> I Task 2B-S: Developer Focus Group <br /> The Task Force will conduct a focus group for real estate developers and brokers regarding <br /> I development issues affecting the reuse of TCAAP. This will provide invaluable information to <br /> help solidify the marketing findings and the proposed land use allocations. <br /> Task 2B-6: DAP Presentation Refinement and Adoption <br /> I The DAPs will be presented to the TCAAP Task Force for its review and input. The Task Force <br /> will select a preferred alternative or scheme that combines the best components of the DAPs, <br /> I The preferred alternative will then be tested to facilitate further refinement and to identify any <br /> additional issues that should be addressed in the TCAAP Master Plan, <br /> Ie Task2B-7: Financial Planning <br /> The Task Force will complete fiscal and economic feasibility analyses ofthe preferred reuse <br /> I 13, <br />
