I I. Track 2B: Finalize TeAAP Master Plan I This series of planning tasks begins the final review of alternative reuse scenarios, consistent I with the Framework Plan, and concluding with development of a detailed Master Plan and associated development controls. Task 2B-1: Master Plan Adoption I At this point, a Framework Plan will have been adopted by the TCAAP Task Force. The site, the market context, the community's desires and the legal ramifications will have been analyzed and I articulated, and criteria established for evaluating alternative development proposals, This task involves the final steps needed to secure City Council approval of the Master Plan for TCAAP. I Task 2B-2: Metropolitan Council Meeting This task involves presentation of the development framework plan to the Metropolitan CounciL This task will help establish the legitimacy of the proposed Master Plan beyond the local level I and facilitate its inclusion in the Council's Regional Blueprint. Task 2B-3: Secure Additional Site Data I This task involves a final, discrete analysis of physical, environmental and other site conditions that impact reuse of TCAAP. Identification of the specific information to be gathered in this task I. will be based on prior work and the needs identified during refinement of the Framework Plan. Task 2B-4: Prepare Detailed Area Plans (DAPs) As part of this task, the Task Force will prepare up to three potential development scenarios for I the TCAAP, reflecting various assumptions regarding the level of continued military use; removal or reuse of various existing structures; overall development intensity; and other assumptions as deemed appropriate. The Task Force will prepare a sketch plan showing I potential alternate development projects for TCAAP. These plans will incorporate market findings and opportunities identified earlier and will strive to meet community objectives for reuse ofTCAAP. The scenarios will be consistent with the Framework Plan and will be I developed as illustrative sketch plans at a scale of 1" = 200' that can be tested with respect to their fiscal impacts, economic benefit and market responsiveness. I Task 2B-S: Developer Focus Group The Task Force will conduct a focus group for real estate developers and brokers regarding I development issues affecting the reuse of TCAAP. This will provide invaluable information to help solidify the marketing findings and the proposed land use allocations. Task 2B-6: DAP Presentation Refinement and Adoption I The DAPs will be presented to the TCAAP Task Force for its review and input. The Task Force will select a preferred alternative or scheme that combines the best components of the DAPs, I The preferred alternative will then be tested to facilitate further refinement and to identify any additional issues that should be addressed in the TCAAP Master Plan, Ie Task2B-7: Financial Planning The Task Force will complete fiscal and economic feasibility analyses ofthe preferred reuse I 13,
