Mr. Fritsinger indicated he was <br /> unsure and inquired ofthe applicant Mr. Bill Franke. I <br /> Mr. Franke, ofCSM Corporation, indicated they have not increased the impervious surface, in fact <br /> reduced some of the impervious surface with landscaping, so he did not feel there would be additional I <br /> drainage. He indicated if there were a problem or concerns that they would be willing to address this <br /> concern. <br /> Mr. Franke indicated the drainage plan has been approved by the City and is draining to the storm I <br /> sewer, he is uncertain of the direction flow after it reaches the storm sewer. He reiterated the <br /> applicant would certainly work with anyone if they are creating any additional problems. I <br /> Chair Erickson explained the pond in the plans is a sediment pond. I <br /> Mr. Ringwald indicated the records are inconclusive as to the direction flow of the storm sewer and <br /> indicated it could be checked by visually observing the manhole. I <br /> Larson indicated he did not take comfort in the fact that there would not be an increase in impervious <br /> surface, in regards to the drainage questions. He believed the drainage should be researched. el <br /> Mr. Fritsinger indicated staff can collect additional information regarding the drainage. <br /> Chair Erickson hearing no further comments, closed the Public Hearing at 8:01 p.m. I <br /> Larson inquired as to the request for subdivision, if the entire parcel is owned by CSM and parking I <br /> is combined. Mr. Ringwald indicated it was his understanding the subdivision would be two for tax <br /> purposes, but essentially it would work as one in regards to parking. Mr. Ringwald indicated that <br /> is also why he is recommending that the City Attorney to review the documents regarding the I <br /> parking lot. <br /> Larson indicated in regards to the parking, the easements would go with the property. Mr. Ringwald I <br /> indicated that would be correct, the easements would go with the overall acquisition of any building. <br /> Nelson inquired in regards to the direction of the flow of the drainage, should it be stipulated if the I <br /> flow is one way or another. Mr' Fritsinger indicated the first step would be to determine the direction <br /> of the flow and proceed from that point. I <br /> Sand moved, Larson seconded a motion to approve Case #95-15, PUD Master Plan and Final <br /> Plan at 4255/4265 Lexington Avenue North subject to the following conditions: I <br /> That the lot division be filed with Ramsey County prior to occupancy of either <br /> 1. .1 <br /> building. <br /> I <br />
