Kay Welsch, a member of the A~CP _ I <br />and an alternate to the committee, introduced Sacha Peterson, a <br />facilitator for ACCP. Ms. Peterson reported to the committee that I <br />the ACCP has held eight meetings to date, and are planning on five <br />to ten more meetings. The meetings focus on the needs, concerns and <br />dreams that community members have for the arsenal property. Sacha I <br />told the committee that meeting attendees have focused on several <br />themes in the meetings: mUlti-use, open space, diversity (racial & <br />ethnic, income, age), integration, public transportation, .other <br />forms of transportation (bicycle & walking paths), community, and I <br />creativity of design. <br /> <br />Sacha discussed the demographics of the community surrounding the I <br />arsenal. One-third of renters in the area pay more than 30% of <br />thEdr income in housing costs. The area is lacking in jobs, and is <br />lagging behind the Southern suburbs in job creation. <br /> <br />Sacha told the committee that several recommendations came out of I <br />the committee meetings. These recommendations included: creating <br />diversified housing, utilizing creative land use and urban design, I <br />strengthening community identity, providing better public <br />transportation, preserving open space, increasing the availability <br />of living wage jobs, and encouraging citizen participation. I <br /> <br />Frank Blasiak asked what specific types of transportation were <br />being referred to in the recommendations. Sacha said that this . <br />question was still being researched, however, people in the I <br />meetings reported interest in busing, biking, and walking. <br /> <br />Dick Wedell informed the committee that the MTCO is letting go 300- I <br />400 drivers and the Roseville circular is operating with negative <br />cash flow. He suggested that the committee needs to keep in mind <br />the costs associated with the proposals that are before them. Any I <br />proposals should be self-sustaining. <br /> <br />ARDEN HILLS PLANNING TASK FORCE: <br />Brian Fritsinger and Joyce Levin (a project manager with the . <br />Camiros consulting firm hired by Arden Hills), gave a presentation <br />on several preliminary re-use possibilities developed by the task <br />force. The task force has created four different "concept" maps, I <br />each of which maximize a specific aspect of possible land re-use. <br />In these concept maps, they have identified a re-use and taken it <br />to its furthest possible extent, in an attempt to quantify the I <br />results of each type of development. <br /> <br />Mr. Fritsinger showed the committee a map which laid out the <br />protected areas of the arsenal which would not be considered I <br />developable. These areas are wetlands, Kames, nesting sites for <br />endangered species, and critical habitat areas. These protected <br />sites were not varied from one "concept map" to another, but I <br />remained open space in each.
