<br />. <br />.- CITY OF ARDEN HILLS <br />. MEMORANDUM <br /> DATE: September 21, 1995 <br />. <br /> TO: Mayor and City Council <br />. FROM: Kevin Ringwald, Community Development Director W <br />. SUBJECT: Pawn Shop Ordinance <br /> The City Council and the City Administrator have placed several objectives on the work program <br />. for the Community Development Department for 1995, one of these objectives was an ordinance <br /> regulating "pawn shops" within the City. <br />. Typically, the purpose ofregulating second hand goods dealers (pawnbrokers, precious metal <br /> dealers, etc.) is that these uses provide an opportunity for the commission of crimes and their <br />. concealment because these uses have the ability to receive and transfer stolen property easily and <br /> quickly. Therefore, to prevent these businesses from being used to facilitate the commission of <br /> crimes and to assure that they comply with basic consumer protection standards, thereby <br />.- protecting the public health, safety, and general welfare of the citizens of the community these <br /> regulations are enacted. <br />. Currently, the City Code does not specifically regulate these type of activities. However, the <br /> City Code (Section 13-24, Subpart gg) does require these uses to obtain a business licenses for <br /> retail sales. 1 am attaching to this report Chapter 13 of the City Code and the required permit <br />. application, for your information. <br /> Staff is currently obtaining "pawn shop" ordinances from various Cities. Staff is including those <br />. which it has received and hopefully will have others available at the worksession. In drafting <br /> this ordinance, the Staff will be working closely the City Attorney and the Ramsey County <br /> Sheriffs Department. The Staff would like to discuss the implementation process, content, and <br />. extent of the proposed ordinance with the City Council at the worksession. <br />. <br />. <br />. <br />.- <br />. <br />
