<br /> ------------- - <br /> --, <br /> . <br /> Memorandum of A~reement .1 <br /> I have attempted to work with Attorney Filla on the development of a Memorandum of <br /> Agreement (MOA) which addresses those issues most critical to the City. The MOA is only an I <br /> interim step in the completion of the retrocession process. <br /> My goal was to develop language which provides the City with a longer term committment to . <br /> those items addressed in Section 3.0 of the Agreement. The Army process for such a <br /> committment is much more time consuming than expected. The purpose of the MOA is to serve <br /> as a short term Agreement until such time that a longer term license/outgrant agreement can be I <br /> completed. Robert Wells, Fort McCoy, has indicated that a five year licensingloutgrant <br /> agreement will be prepared once retrocession has been agreed upon. <br /> Future Actions . <br /> The City will need to prepare a letter to the Governor of Minnesota which should state the City's I <br /> position in the retrocession request. <br /> Recommendation . <br /> Staff recommends the Council approve the Memorandum of Agreement and direct Staff to <br /> execute such a contract.
