.

.

.

. ARDEN HILLS CITY COUNCIL - February 13, 2006

5

He indicated at the regular Planning Commission meeting on February I, 2006, the Planning
Commission voted 6-1 to recommend approval of the special use permit amendment subject to
nine conditions as noted in staff's February 6, 2006 report.

Councilmember Holden asked if they were going to do a parking assessment every month, what
would happen in May if parking was not sufficient. Mr. Lehnhoff responded if they did not
have sufficient parking, additional parking would need to be added.

Councilmember Grant asked if the manufacturer of the air handling equipment offered any
quieter units. Charles Pattersou, Celestica, responded he had contacted the manufacturer about
this issue and they were researching it. He indicated there was a possibility of changing the fms
to get the noise down, but at this time he did not have the decibel figures.

Couneilmember Grant askcd if it was their intent to have the quieter blades. Mr. Patterson
rcsponded if this was a major problem, they would add the quieter blades. He stated right now
he had asked the manufacturer to look into the quieter blades.

Mayor Aplikowski asked if this became a noise problem md they received complaints, would
they be willing to come back and discuss this. Mr. Patterson responded they would.

Couneilmember Pellegrin asked what the maximum sound level would be. Mr. Patterson
responded the numbers staff gave the Council would be the maximum sound level.

Councilmember Holden asked if this unit would be operating continually. Mr. Patterson
replied the unit did not run continually and would cycle on and off. He noted at the current time
Celestica was not a 24-hour operation.

Mayor Aplikowski asked why the unit was being placed where proposed. Mr. Patterson
responded the units were being placed there because of the mechanics on the inside of the
building.

Councilmember Holdeu stated she had concems about approving something that was close to
MPCA regulations and the fact that this was in the parking lot and people would be walking to
md from the building right next to this unit.

Councilmember Pellegrin stated he also had concems and noted he was familiar with air
handling units and they were loud. Mr. Patterson stated they did not anticipate the unit would
be ruffiling at 100 percent capacity all of the time and the unit would cycle on and off based on
demand. He indicated he did not have information as to how often the unit would cycle on and
off, but he did not believe the unit would be on for long periods of time.

MOTION: Mayor Aplikowski moved and Councilmember Pellegrin seconded a
motion to approve Planning Case 06-003, Celestica, 4300 Round Lake
Road, SUP Amendment subject to the nine conditions as noted in staffs
February 6, 2006 report.
