Miller - Assistant Public Works Director <br />SUBJECT: 2024 CIPP Lining Project — Payment No. I <br />Budgeted Amount: Actual Amount: Funding Source: <br />$415,000 $400,360 Sanitary Sewer Utility Fund, <br />MCES VI Grant <br />Council Should Consider <br />Motions to approve, table, or deny the following: <br />• Payment No. 1 for the 2024 CIPP Lining Project to Hydro-Klean, LLC in the amount of <br />$59,029.20. <br />Background/Discussion <br />On April 8, 2024, the City Council approved Resolution 2024-018 Accepting Bid and Awarding <br />the Construction Contract with Hydro-Klean, LLC for the 2024 CIPP Lining Project in the <br />amount of $505,280. <br />In a previous memo on February 12, 2024, City staff recommended adding an Alternative <br />construction bid to the project. This includes a grouting and sealing process for the private <br />service laterals. It helps to eliminate I/I but also prevents root intrusion from the private service <br />into the main line which makes routine cleaning operations more efficient. This repair method <br />has been completed on previous projects including the 2021 PMP and proposed in the 2024 <br />PMP. The as -bid Alternative cost was three times higher than the engineer's estimate, but the <br />construction contract allows flexibility by the City to reduce the total number of service repairs <br />during construction. Staff plans to limit the number of repairs to only the services with <br />significant need. The anticipated number of repairs is 30, the corresponding value is reflected in <br />the budget table below. For added information, the service lateral repair work is not considered <br />for reimbursement through the MetCouncil Public I/I grant program. City staff recommended <br />Page 1 of 2 <br />
