<br />kimley-horn.com 767 Eustis Street, Suite 100, St Paul, MN 55114 (651) 645-4197 <br /> <br />Update for City Council <br />July 11, 2024 <br />AUAR UPDATE BACKGROUND <br />The Twin Cities Army Ammunition Plant (TCAAP) Alternative Urban Areawide Review <br />(AUAR) study area is 429 acres located within the broader TCAAP site in Arden Hills. The <br />AUAR study area is bounded by County State Aid Highway (CSAH) 96 on the south, by US <br />Highway 10 and Interstate 35W (I-35W) on the west, by State of Minnesota property on the <br />north, and by the National Guard’s Arden Hills Army Training Site (AHATS) property on the <br />east. <br />As the Responsible Governmental Unit (RGU), the City of Arden Hills adopted the TCAAP <br />Final AUAR and Mitigation Plan on July 28, 2014. Pursuant to Minnesota Rules, part <br />4410.3610, subpart 7, an AUAR and plan for mitigation must be revised every five years <br />until all development in the study area has received final approval. The City of Arden Hills <br />adopted an AUAR Update on August 26, 2019. <br />An AUAR update identifies any changes to the development scenarios and any updates to <br />the impact categories or mitigation items that have occurred. The process for an AUAR <br />Update is shorter than the original AUAR; once the RGU distributes the AUAR Update to <br />Minnesota Environmental Quality Board (EQB), agencies and the public have 10 business <br />days to submit comments. If there are no objections filed by state agencies or the <br />Metropolitan Council, the RGU can adopt the AUAR Update. The AUAR will remain valid for <br />an additional five years from the date of adoption. <br />2024 TCAAP AUAR UPDATE <br />The TCAAP AUAR evaluated two scenarios: a Zoning Scenario that aligned with the City’s <br />Comprehensive Plan as of 2014 and one Maximum Development Scenario (see Table 1). <br />The scenarios were not revised for the 2019 or 2024 AUAR Updates.
