Your application for a City Code Amendment, Master Planned <br />Unit Development, Final Planned Unit Development, Site Plan Review, and Conditional Use Permit was <br />submitted on May 30, 2024. Under Minnesota Statute, Chapter 15.99, Time Deadline for Agency Action, <br />cities have 15 business days to review zoning-related applications to ensure that all items on the <br />application checklist have been provided. We have determined that the following required information is <br />missing: <br />1. City Narrative <br />a. Add statement and details for proposed City Code Amendments. Narrative should address <br />amendments for adding Event Center as a use permitted by conditional use permit in the <br />B-2 Zoning District and for allowing an event center to serve alcohol with a caterer that <br />holds a State liquor license. <br />Response: Elegant Event Center is proposing amendments to the City Code to enhance our <br />community's event hosting capabilities. Specifically, we are requesting the following <br />changes: <br />Addition of Event Center as a Conditional Use in the B-2 Zoning District: <br />We propose that the City Code be amended to include "Event Center" as a use permitted by <br />conditional use permit in the B-2 Zoning District. This amendment will allow us to operate <br />an event center that can host a variety of functions, such as weddings, corporate events, and <br />other social gatherings, providing a dedicated space for community engagements and <br />celebrations. <br />Authorization for Event Centers to Serve Alcohol with a Licensed Caterer: <br />We also propose that event centers in the B-2 Zoning District be permitted to serve alcohol <br />in conjunction with a caterer holding a State liquor license. This flexibility is essential for <br />meeting the diverse needs of our clients. While we intend to operate a café on the property <br />that will serve both food and alcohol, there will be occasions where external catering is <br />necessary to accommodate specific culinary preferences that our café cannot fulfill.
