<br />Page 14 of 24 <br /> <br />The proposed lighting plan includes poly mounted area lights and wall lights to be installed at the <br />south and east elevations. The proposed lighting is consistent with the use and the surrounding <br />area. The Applicant has submitted a photometric plan that identifies the types of light fixtures and <br />quantities. The Subject Property is not adjacent to a residential property. The photometric plan <br />shows that proposed lighting at one location will exceed a meter reading of one foot candle on <br />Connelly Avenue with a reading of 1.4 foot candles. As a condition of approval, all lighting shall <br />be downward directed shoebox style with flush lenses. Details about the proposed lighting are <br />found in Attachment H. <br /> <br />D. Site Furnishings – Flexibility Requested <br />Section 1325.05 Subd. 8, J, establishes provisions for site furnishings and seating areas for new <br />development, redevelopment, and modifications to existing sites in the B-2 District. Per the code, <br />benches and decorative plantings shall be provided near the primary entrance of all buildings on a <br />site. The Applicant has not indicated plans for benches or plantings to be placed near the entrance <br />to the proposed event center. <br /> <br />Also noted in J of Subd. 8, restaurants shall include a functional outdoor seating area with tables, <br />chairs, planting and access to the restaurant. As a restaurant is part of the Master PUD, and the use <br />will be established at the Subject Property in Phase II of development, the proposed development <br />is subject to this requirement. The Applicant noted in this application that there are no plans for an <br />outdoor seating area and that the porch area on the east side of the building is a designated smoke <br />area and would not be used for outside seating for the restaurant or the event center. <br /> <br />The Applicant also stated as part of the narrative that the proposed development is intended to be <br />fully enclosed to ensure noise is contained within the venue. The Planning Commission may <br />comment on the proposed site furnishings as they apply to both Phase I and Phase II of <br />development. <br /> <br />E. Screening – For Review <br />Under Section 1325.05, Subd. 8, K, Trash and recycling equipment, materials, and containers shall <br />be fully enclosed and integrated into the architecture of the buildings. All mechanical equipment, <br />whether roof-mounted or ground-mounted should be integrated into the architecture of the <br />building. It shall be completely screened from the ground-level view of adjacent properties and <br />public streets. Wood screening shall not be permitted. <br /> <br />There is a trash enclosure proposed for the Subject Property and located on the north side of the <br />site. This enclosure will feature metal trash enclosure gates and the other three elevations will be <br />constructed of a metal panel material consistent with the building design. <br /> <br />The Applicant has noted that all mechanical equipment is located on the ground along the west <br />side of the building. There are no existing roof-mounted systems, and none will be added as part <br />of the proposed development. The Applicant is proposing all ground mounted mechanical <br />equipment will be screened from view by new on-site landscaping which is shown in the <br />landscaping plans in Attachment F. The Applicant states that the equipment will not be visible <br />from the right of way on the west side of Snelling Avenue. The Planning Commission should <br />comment as part of the review if the proposed screening is sufficient. <br /> <br />F. Landscaping – Flexibility Requested
