It makes no difference if they have a new <br />system, they will have to pay the special assessment anyhow so you <br />might as well hook up as soon as you can but you must hook up within <br />the period of time that the Council may determine. But the $200 <br />is the cost of connection from the street to your home. This is <br />not reflected in your tax rate or assessment rate because this is <br />what you pay cash to your plumber when you hook up. Some people may <br />pay cash. Some may take out an F.H.A. improvement loan. This is a <br />private deal because all people don't hook up at the same time and <br />that's why that is listed separately. The $200.CO is just an <br />arbitrary figure. Our experience in Roseville has been in some <br />instances it's less and in some instances it's more. It depends <br />on how far your home is froll the street and whether they go thrcugh <br />the frent or back. If your cesspools are in the front of the <br />homes - and it's my understanding they're all cut in the back - so <br />it's just one of those things. Anyhow. that's the $200 to connect <br />from the street to the home. You will notice then the $36.00 <br /> <br />annual charge again. In lk. 8 the first year's assessment for <br />immediate service would be $105.80. The reascn it's always higher the <br />first year is because you pay one-twentieth of the principal of the <br />assessment plus 5% on the balance and so the first year is always the <br />highest and as the principal gets paid off on your assessments <br />which are collected with your real estate taxes. So to give you <br />an average in No.9. your annual average assessment would be $79.35. <br />KThat would be the average cost per year over the 20 year period and <br />in No. 11 the average per month cost would be $9.61. This is only <br />for the area that will get complete service. <br />
