<br />.....;) <br /> <br />. <br /> <br />. <br /> <br />12 <br /> <br />Now, some people may want to get into some of these assessment <br />procedures and things of that nature but you will notice in the <br />brochure we point out that after construction bids have been let <br />and the bonds issued, ~en we hold a second hearing. Prior to that <br />hearing there is filed in the Village Clerk's office a list of <br />every individual in the community that will get service and who is <br />being assessed, with their name, their property and the dollar <br />amount they are being assessed. Then there's a two week period <br />when it's published. l~e hold a hearing and you can come in and <br />ccmplain or agree or what have you as to .,vhether that assessment <br />is satisfactory to you and, of course, the rule on assessments is <br />that it must be commensurate with the benefits received by the <br />property. I tell you this so we don't get into the assessments <br />tonight. These are not exact costs. These estimates are conserva- <br />tive in that we have given the highest or worst picture. Our <br />experience in Rosevilla and elsewhere is that we have always been <br />able tc be better than this. Fer example, we estimated in RosevUle <br />front fcot cost at one figure and it was ccnsiderably less when <br />we finally came around to making the final estimates so I am <br />inclined to believe that the total costs will be then less than <br />we show here. Hew much we can't say but so no one can $ay we have <br /> <br />tried to mislead yay we have tried to give you the worst possible <br />picture as far as the assessment costs may be. Another thing - <br />assessments in Minnesota are usually spread out over a 20 year <br />period of time. That's the time most communities use in spreading <br />out the assessments. It could be shorter but we felt in view of <br />the fact that there is school debt here and perhaps need for <br />additional school debt and other types of requirements in a <br />growing suburban area, rather than get it shoved into too short a <br />
