Now, it <br />doesn't mean that you have to use the 20 year period. We will <br />spread it and our recommendation to the Council is that we will <br />spread it over 20 years but under the law if anyone wants to <br />pay cash you may aod you save the 5% interest and you can let it <br />run fer a year or two and then come in and pay it off but because <br />we have to adopt a uniform plan we're recommending that all of the <br />assessments be spread over a 20 year period and if anyone wants to <br />prepay at anytime they can do that and save the 5% interest but <br />in order to provide a sound financing plan for the bonds, wf're <br />recommending this particular choice. <br />As you will notice in the procedure section we have indicated <br />in the brochure, the Council is proceeding on its own initiative <br />in that they have called this meeting and are presenting this plan <br />to you and it's up to you shetheryou feel there is a need for <br />sanitary sewer service and whether the plan is feasible and if you <br />object,on what grounds, so the Council can determine whether they <br />are valid objections. However, there is a procedure on our Statutes <br />whereby you don't have to wait for a Council to call for an <br />improvement hearing. 30% of the people Within an area can petition <br />for it and I dare say there are some people here tonight that are <br />living in .. portion of the Village that will not be getting <br />immediate service who may want to get immediate service and they <br />can then use the petition method and if they get 35% of the people <br />in the affected property area they can then petitien for another <br />improvement and the Council would have to act on it and hold a <br />
