The <br />Council determined t( go ahead and a year later started Improvement <br />No.2. We had another hearing. 600 people turned out and nobody <br />was against it and we were given a lot of heat fer not including <br />more people within the second improvement. I know there is <br />always natural reluctance to incur increased cost but the fact <br />remains that this appears to be one of the necessary things one <br />must have - sewer disposal, and a satisfactory one - arA our <br />experience has been that once you get started on it that the rest <br />of the area begins to petition the Council either orally or formally <br />that additional service be given. Right no~ in Roseville, the areas <br />that are not included in Improvements I cr 2 - for example the <br />Lydia area here that abuts the south portion of Arden Hills, <br />are petitioning and ask that the Council move fast. <br />The i ;mpression I have had in ta lking to 'fJJr Council is that <br />this program is being offered to you for your consideration <br />insofar as it affects the werst area or the area that has the <br />biggest problem so far as handling their own sewer disposal with <br />the means they new have but it' sa 150 important that a dec 15ion <br />be made because if it's not made and Roseville goes ahead, then you <br />
