With that, I
think I've concluded.
r;j\yOR ASH3!,CH: Thank you, I,;r. Popovich. Now, as Mr. Popovich
has said, that is re4uired that when you rise you must either state
whether you're asking a ~uestion, whether for or against. That has
to be, according to law I believe, and state your name and address.
00 now I'm sure there must be a lot of questions, a lot of comments
or suggestions. Je're willing and want to have them from you now.
Anyone have any at this time?
NR. J. TI~M; 1400 Cummings Lane: I have one question here.
i;ssuming that the service went into effect and I did not connect to
the stub, would the annual service charge be assessed yearly?
MR. POPOVICH: You mean the $36.00? No, the $36.00 is paid
only by those who connect to the system but, I want to be very
careful, the village council does have the power to pass an
ordinance re'luiring that when sewer service is avai lable, that
within a certain period of time you hook up. Of course, they have
to get that department on a sound operating basis and since you're
paying for it, or paying for the assessment, you should hook up.
Usually most people hook up if they have problems. I don't know
whether the C0uncil has yet adopted an ordinance that affects
Improvement No. 1 but most Councils do adopt an ordinance requiring
you to hook up within two years so there is a time limit but during
that time you are not hooked up you do not pay the $36.001
Nfl. TIN.M: The feeling in my area is that if it were done it
would all be done at the time time unless compulsory and that
probably wouldn't be for a year or two.
